General Description:
1. Allows the construction of a 1 0,186 sq. ft drive through car wash.

All uses shall be subject to the following conditions and/or restrictions imposed by the City
Council of the City of Oak Park Heights.
III. REVIEW
Pursuant to Order of the City Council of the City of Oak Park Heights, a periodic review of
this Conditional Use Permit is imposed as a condition of its grant. This Conditional Use
Permit shall be reviewed annually at the Direction of the City Clerk, which shall notify the
permit holder of the date of the annual review at least ten (1 0) days prior to the review
hearing.
IV. Reference Attachment:
The recommendations of the City Planner as adopted by the City Council are annexed
hereto be reference.

The Planning Commission, at their meeting on Janua ry 11, 2001 , recommended
approval of the site plan, Design Guideline review and conditional use p ermit to allow
the construction of a drive through car wash on Neal Avenue. The subject property,

south of the Arby's restaurant is zoned B -2, General Business District. The City Council

approved the plans and conditional use permit for the car wash at their February 13

2001 meeting with the following conditions:
1. The City Council approves the vacation of drainage and utility easements on
Block 2, Lot 2, Jacob Addition and preliminary and final plat for Lots 1 and
Block 1, Jacob 2 Addition.
2. The applicant provide a minimum of sixteen (16) off - street parking stalls on site.
All of the parking stalls shall be configured so as to be located off of the drainage
area.
3. The final landscape plan is subject to review and approval b y City the Cit Arborist.
4. All exterior lighting shall be hooded to direct light toward the round and away

from adjacent rights - of-way at not greater than 90 degree angle.
5. The freestanding monument sign shall be located at least 10 feet from the Neal
Avenue right -of -way.
6. The applicant shall submit grading and drainage plans that incorporates all
drainage systems and parking areas with curb and gutter. All e radin , drainage

and utility plans are subject to review and approval of the City Engineer.
7. The applicant is advised that City approval is not inclusive of other necessary
governmental permits and approvals, including but not limited to, State and
County Highway Departments, Watershed Districts and others that may apply.
