Upon the receipt of the complaint, the City is obligated to investigate and attempt to correct any violations of the City Ordinance(s). I am advising you that you are in violation of Chapter 1109.03 (1) - Nuisance Ordinance - as attached hereto. You may not pile leaves in the fashion currently utilized as such leaves blow into other persons property, cause odor with their uncontrolled decomposition and allow for the collection of vermin. Your monthly garbage collection fees already include a fee to collect this debris on a weekly basis. Should you not wish to place you debris at the curb for collection - a service already paid for by you, please construct an appropriate compost bin/area that will satisfactorily contain this debris. I would suggest a Y X 5' area contained on all sides by picket fencing. The compost area will require you from time -to -time to rotate the debris, (mix- it -up) so the leaves to deteriorate properly. I am required to inspect re- inspect the site in three weeks. The piles of leaves or any leaves that are intentionally placed on the north side of your chain link fence must be properly cleaned up and either placed in this compost area or bagged for curbside collection.
