RE: TLS` Proposal
Dear Mr. Nolde,
As a result of our staff meeting last week, 6/15/05, with yourself and the CSM Development Group
regarding the possibility of a TIF district encompassing the larger area of the current CBD, including your
TIF area along Oakgreen Ave, it appears that continuing to pursue the development and authorizations for
your initial TIF proposal is premature.
In light of a new proposal, engaging Northland Securities to complete their review or bringing Bond
Counsel into the process would expend unnecessary dollars (yours) if this plan is not preferred or is
ultimately not to be pursued. Accordingly, the review of your current TIP project is to be put on hold for
the foreseeable future and until such time as it appears that the larger `11F Plan is either deemed not viable
and/or allowable.
As you recall the City Council at its June lo 2005 meeting, did authorize the hiring of such boncl counsel
to lead us in a discussion on the statutory requirements for approval and for us to begin a discussion on
alternative TIP incentives to the City. As above;, these discussions will also be placed on hold until such
time as the alternative plan is reviewed and a clear direction is provided by the City Council.
Should the alternative plan not be viable, the City and yourself would need to re- establish our process and
discussions on your initial con yt. Please let me know if you have any questions.
