Dear Mr. Moore;
Once again, winter is upon us, which brings much needed snow removal from parking
lots, streets, etc ... within the City of Oak Park Heights. Once again,. the Oak Park Heights
Police Dept. is receiving complaints reference late night/early morning noise as a result
of snow removal operations on the south side of your Oak Park Heights location.
Our police dept. received a complaint at 3:22 a.m. this morning of very loud noise in the
south parking lot of Andersen Windows/St. Croix Mall. Upon arrival, an Oak PArk
Heights Police Officer observed several dump trucks dumping their load of snow in the
south parking lot. After dumping the load, the truck operator then would drive ahead a
short distance and apply the vehicle brakes to dump any remaining snow from the dump
box. This action then caused the box tail gates to slam against the box making a very
loud banging noise. The complainant was extremely upset as he lives on the south.side
of your Oak Park Heights facility and claimed that the racket was keeping his entire
family awake.
We have had complaints every year and have contacted representatives of your company
each year in an attempt to get this problem resolved. I would ask that someone from your
company contact the responsible contractor and ask that this area be cleared of snow at
an earlier time of day. Any time between 8:00 p.m. and 11:00 p.m. would work best, if
at all possible. I believe it may also help if they would start with the south parking lot
area which seems to be the problem area for noise concerns. I would also ask that the
contractor advise the employees to avoid the exceptionally loud box gate "banging ". Last
but not least, please advise the contractor that if they do not improve on current status
quo for this location it is likely that an Oak Park Heights Police Officer is going to
respond, stop their work, and issue drivers of each piece of equipment a citation for
violation of our Public Nuisance Ordinance.
As always, it is our desire to get this situation remedied through mediation and trying to
avoid having to issue citations to the contractor's_ employees. I hope with help ftom your
company that that can again be accomplished. However, I also must try to make our
residential neighborhoods a desirable place to reside with as little disruption as possible.
