HomeMy WebLinkAbout2002-09-12 PC Recommending ResolutionA RECOMMENDING RESOLUTION OF THE PLANNING COMMISSION CITY OF OAK PARK HEIGHTS WASHINGTON COUNTY, MINNESOTA A RESOLUTION ESTABLISHING FINDINGS OF FACT AND RECOMMENDING TO THE CITY COUNCIL THAT THE REQUEST BY DDD LLC FOR A CONDITIONAL USE PERMIT/ PLANNED UNIT DEVELOPMENT AMENDMENT TO ALLOW FOR BUILDING AND SITE PLAN CHANGES FOR CONSTRUCTION OF BUILDING TWO AT MEMORIAL AVENUE NORTH AND 55 STREET NORTH SHOULD BE APPROVED WITH CONDITIONS WHEREAS, the City of oak Park Heights has received a request from DDD LLC for a conditional use permit/planned unit development amendment to allow for building and site plan changes for construction of Building Two at Memorial Avenue North and 55 Street North; and after having conducted a public hearing relative thereto, the Planning Commission of Oak Park Heights mares the following findings of fact: follows, to wit: mil 1. The real property affected by said application is legally described as SEE ATTACHMENT A 2. The applicant has submitted an application and supporting documentation to the Community Development Department consisting of the following items: and SEE ATTACHMENT B 3. The subj ect site is zoned B -3, Highway Business and warehousing District in which business warehousing activities are a permitted use; and 4. The proposed site plan changes include incorporating the trash handing area within a 572 square foot addition to proposed Building Two and removing the eight parking stalls on the easterly side of the center parking island; and 5. City staff prepared a planning report dated September 5, 2002 reviewing the request; and 6. The Planning Commission held a public hearing at their September 12, 2002 meeting, took comments from the applicants and public, closed the public hearing, and made the following recommendation: NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION FOR THE CITY OF OAK PARK HEIGHTS THAT THE PLANNING COMMISSION RECOMMENDS THE FOLLOWING: A. The application submitted by DDD L.LC for a conditional use permit /planned unit development amendment to allow for building and site plan changes for construction of Building Two at Memorial Avenue North and 55 Street North and affecting the real property as follows: SEE ATTACHMENT A Be and the same as hereby recommended to the City Council of the City of oak Park Heights for approval subject to the following conditions: 1, The site plan has been revised to allow for a 572 square foot addition to Building 2 to allow for trash storage. 2. The parking lot site plan has been revised to eliminate eight parking stalls within the center parking island. 3. The grading, drainage and utility plans are subject to review and approval of the City Engineer. 4. The lighting plans should be revised to comply with the lighting standards of the Zoning Ordinance or the fixtures are removed from the northeast side of Building Two. 5. The landscape plan is subject to review and approval of the City Arborist.
