Public Works Director Johnson reported that pothole mix is in short suppl and
RCM Specialties uses trucks that mix the material and appl it to the streets.
Johnson noted that this is bud for and that usin RCM Specialites would be
about the same cost and better q ualit y .
Councilmember Swenson, seconded b B moved to approve the bid from
RCM Specialites, Inc. for pothole repair. Carried 4 — 0.
D. DDD,LLC — PUD, CUP and Site Plan Review (Kern Center

Planner Richards reported that the Plannin Commission has recommended
approval of this re q uest to construct two office/warehouse buildin Richards
also reported that the developer has discussed pondin issues with the watershed
district and noted that connection fees will be paid up front.
Chuck Sedo and Steve Continenza of DDD, LLC were present and answered
q uestions re the timetable for the development and concerns re
curb and g utter installation.
Ma Beaudet, seconded b Councilmember McComber, moved to add to
condition #9 of the planners report to re concrete curb to be installed within
one y ear of issuance of buildin permit. Attorne Vierlin noted that buildin
permits expire after one y ear. Motion withdrawn.

condition #1 of the planners report statin that the front of the buildin will be
Memorial Avenue. Carried 4 — 0.
Councilmember B seconded b Swenson, moved to approve PUD, CUP and
Site Plan subject to the conditions in the planners report as amended b the Cit
Council. Carried 4 — 0.
E. Flemimz Companies — PUD, CUP and Sign Variance (Rainbow Foods.
Planner Richards reviewed the re q uest for the installation of a fuel station in the
Rainbow Foods parkin lot. Richards noted that the Plannin Commission was
concerned with the potential for spills and felt stron that an attendant is needed
when the station is open.
Steve Schwanke of RLK was present to answer q uestions. Mr. Schwanke
explained that the proposed tanks and monitorin s are state of the art and
closed circuit television will be installed for added safet Schwanke also
explained the spill containment and monitorin s planned for the site.
