Dear Ms. Cumming -Juhl;
I was recently advised by School Liaison Officer Ken Anderson that staff at S.A.H.S. are
planning practice drills concerning building evacuations and lock downs. I was also
advised that a statement was made that our police department could "participate as much
or as little" as we cared to.
The Oak Park Heights Police Dept. is interested in participating in your drill programs
but need to be advised as to what extent the administration wishes to procede. A full
emergency response, buidling entry/search type drill could take several hours and due to
the fact that other law enforcement and emergency response agencies would be needed,
takes considerable planning. I would suggest a brief meeting/discussion in regards to the
administration wishes should be organized in the very near future. If the drill date
provided to me, April 11, 2001 is correct, time is already running short for planning.
If we are to conduct a full scale drill, I will to need to contact the Washington County
Sheriff's Office, Stillwater Police Dept., Bayport Police Dept., Lakeview Ambulance,
and Bayport Fire & Rescue to determine if each agency is willing to participate in a drill
of this type. As I am5u re you are aware, personnel and equipment from other
communities to participate in a drill of this sort will obviously place cost on each agency.
1 must also contact the Washington Sheriff's Office and determine if there will be costs
incurred if their Emergency Response Team is utilized. A true call out of this team shall
cost my agency $750.00 per member responding with a typical response of twenty
persons, thus a fee of $15,000.00 for the first three hours. Obviously, I can not bear the
burden of that much expense for training purposes. When I know what direction the
school wishes to procede on this, I will contact Sheriff Frank in the hope that his officers
and E.R.T. will participate in this training excercise at no cost and use it as an
opportunity to train and familiarize their staff with the facilities at S.A.H.S.
Again, it is my opinion that time is already running short. Please contact me if you desire
to organize a meeting where a determination will be made as far as what you want.
