Council was requested to provide possible concept ideas to my office. To date some ideas list have been: Hotel /Conference Center (McComber) YMCA /Community -type Center (McComber) Movie Theater (Abrahamson) Bonestroo was asked to provide some rough "concept sketches" for the D. Hecker site located at the NW corner of Osgood and STH 36, for a hotel concept. He provided two options; one of the options includes some additional properties and makes a larger Please see enclosed. I have also enclosed an aerial photo /site layout of surrounding properties. From a big picture perspective, one of the key aspects to any redevelopment opportunity would be LAND ASSEMBLY which is something the City could directly do or facilitate with a developer. The City would be generally prohibited from using eminent domain authority for any such purposes. I have also enclosed other various interesting documents and updated the spreadsheet from the City Council meeting now providing information on the other directly adjacent properties. Concept 1 is within the current property and assuming the Car Quest Auto Parts property is also acquired. Concept 2 is assuming the other three residential properties to the northeast are also acquired so the entire block (south of the apartments) is developable. I had one of our Landscape Architects prepare these concepts. They are just 2- dimensional concept plans, but they are done to scale, so the proposed building square footages and parking spaces are accurate. Walser Automotive Group has agreed to buy Hecker's Southview Chevrolet and Stillwater Cadillac dealerships. Group, which is owned by Peter Hasselquist and the Pohlad family, will acquire Hecker's Inver Grove Toyota and St. Cloud Hyundai dealerships. The acquiring companies will decide whether to retain the dealerships' current employees, Hecker Automotive said in a statement. That is a big if, Walser officials said, since the troubled automaker recently announced plans to eliminate about 2,614 of its roughly 6,246 U.S. dealerships by the end of 2010. "We really don't know at this point; everything is up to General Motors. We've submitted an application to them," said Doug Sprinthall, director of Walser's new car operations. "I wish I could give you more information - we're kind of sitting at idle waiting to hear from them." Sprinthall said the purchase agreement includes Cadillac and GMC franchise rights and the dealership itself, which is located at 12969 60th St. N. in Oak Park Heights, noting that GM recently announced plans to discontinue its Pontiac line. He declined to disclose the financial terms of the deal. Walser also has a similar conditional purchase agreement to buy Denny Hecker's Southview Chevrolet in Inver Grove Heights. The Bloomington -based Walser Group currently operates 13 dealerships at nine locations, all of which are located within 20 miles of the Twin Cities. If the purchase goes through, Sprinthall said he would look to get Stillwater Cadillac GMC up and running as soon as possible with a combination of local and corporate employees. "We'd interview everybody that was available, and we'd probably also staff it with some of our own internal people," he said. "Our interest is to employ as many local people as we can; we're not an international company, we're a Minnesota -based company." Sprinthall said General Motors officials have told local dealers they will start announcing their dealership closure and consolidation decisions next week. "I don't have any firm indication, but I think it's going to happen pretty quickly," he said. A GM spokeswoman said the company does not comment on decisions before they have been finalized. "We don't disclose anything before the decision is made because things can fall through," said Susan Garontakos, GM's manager of dealer and field communications. "We have a review process in place that takes a look at each market across the United States to assess the locations of our dealerships and the performance of the dealers in those markets, based on the requirements of their dealer sales and service agreements with General Motors," she said.
