EVERY FACILITY WITH PETROLEUM OR CHEMICAL STORAGE SHALL MAINTAIN AN EMERGENCY SPILL RESPONSE PLAN. ALL EMPLOYEES MUST BE TRAINED IN, AND FAMILIAR WITH, THE ESRP. ALL SPILLS MUST BE HANDLED IN ACCORDANCE WITH FEDERAL, STATE, AND LOCAL LAWS, AND THESE PROCEDURES. ECEDYEI) OCT 8 2001 Section: SPILL RESPONSE AND REPORTING Date: July 21, 1 997 REQUIREMENTS PROCEDURES RYDER ENVIRONMENTAL POLICY & CONTROL Name: Emergency Spill Response Plan Procedure No.: 6.1 - Page 2 Prepare and maintain an Emergency Spill Response Plan if your facility has any: : y • petroleum storage, • chemical storage, or • parked tank trailers carrying petroleum or chemicals. To fulfill the plan requirements: • complete all steps described in the Advance Preparation section of the Emergency Spill Response Plan (Exhibit A), • complete the required facility specific information on the Emergency Spill Response Telephone Guide, form ES-19 (Exhibit B), and • review and be familiar with all Spill Response and Reporting procedures (Section 6) in this manual. The ESRP describes the step by step procedures to follow in the event of a spill at the facility or from a vehicle. These instructions, along with phone lists and required forms, must be assembled into Spill Response Booklets. Each facility must have a designated Emergency Coordinator and at least one Alternate. Emergency Coordinators must: O make sure the ESRP is complete and • ensure that all employees are fully trained on spill procedures and the plan. In the event of a spill, the Emergency Coordinator should use the Emergency 9 Y Spill Response Plan and contents of the Spill Response Booklet to complete the steps listed in either: • Facility Spill Procedures, Procedure 6.2 or • Vehicle Spill Procedures, Procedure 6.3. Section: SPILL RESPONSE AND REPORTING Date: July 21, 1997 ADVANCE PREPARATION PLAN PREPARATION Emergency Spill Response Telephone Guide Completion RYDER ENVIRONMENTAL POLICY & CONTROL Name: Emergency Spill Response Plan Procedure No.: 6.1 ® Page 3 The facility manager must ensure that: • all service vehicles and required customer vehicles are equipped with Ryder Vehicle Spill Kits, • all employees and drivers have been trained in proper Spill Kit usage, and • two Emergency Response Contractors (ERCs) have been qualified for the facility. To order kits or replacement items, refer to the Ryder Purchasing Directory (RPD) or call the Breg International at 300 - 433 -1013. Additionally, you must confirm that all required Spill Control Stations are present and properly equipped. For more information, refer to Exhibit H, Approved Vendors and Procedure 5.3, Spill Control Station. Emergency Response Contractors (ERCs) are contract spill response and clean- up companies that respond to spill emergencies. include ERC information in the Emergency Spill Response Telephone Guide, Form ES-19, Exhibit B. For complete details, refer to Exhibit H, Approved Vendors. The Emergency Coordinator is responsible for ensuring that the Emergency Spill Response Plan is properly developed, maintained, and assembled in the Spill Response Booklets. Any changes to procedures, phone lists, or forms must be immediately incorporated into every facility Spill Response Booklet. Clearly print all information requested, including area codes, in the Emergency Spill Response Telephone Guide, Form ES-19, Exhibit B. State regulatory agency names and contact information are contained in the Where and When To Report Spills attachment, Exhibit F. The facility manager or Emergency Coordinator must: • complete a new form whenever changes occur, ® post a copy near all phones, and • include a copy in each Spill Response Booklet. Use the: • front cover pocket for facility spill materials and • back cover pocket for vehicle spill materials. Assemble the booklets using the following table. A minimum of one Spill Response Booklet must be located: • at the facility, • in each service vehicle, and • with each Emergency Coordinator and Alternate. Numbers Kingsbury Associates a Spill Center is a Ryder approved environmental Claims Management Company available to support Ryder's spill response program when needed. They charge $85.00lhour for their services. Facilities are not required to contact the Spill Center unless services are needed. Requirements A minimum or two ERCs must be approved for each facility. Approval Process The review and approval process for ERCs is ongoing and is initiated by field requests. If your facility does not have at least two approved ERCs, or an additional ERC is needed, obtain the following information from the prospective vendor and submit it to Environmental Services - Miami: e Equipment, personnel, and service charges ® Copies of insurance certificates O At least five references O Statement of qualifications O Copies of permits, licenses, and/or state certificates All ERCs are required to sign Ryder's Emergency Service Response Agreement (ERSA). PURPOSE The purpose of this procedure is to: • describe who is required to have a Spill Prevention Control and Countermeasures (SPCC) plan, • explain when the plan should be prepared and updated, and • present instructions for plan development. EVERY RYDER FACILITY. WHICH MEETS FEDERAL ENVIRONMENTAL PROTECTION AGENCY (EPA) REQUIREMENT MUST MAINTAIN A SPILL PREVENTION CONTROL AND COUNTERMEASURES PLAN. Section: SPILL RESPONSE AND REPORTING Date: July 21, 1 997 PLAN REQUIREMENTS RYDER ENVIRONMENTAL POLICY & CONTROL Name: Spill Prevention Control and Countermeasures Procedure No.: 6.4 a Page 2 SPCC plans are required for facilities that store oil (petroleum) or hazardous substances in excess of: • 1,320 gallons above ground (total), • 660 gallons above ground (single container), or • 42,000 gallons underground. Note: Proposed regulations will eliminate the underground storage requirements if the underground storage tank(s) is registered and in compliance with federal and state tank regulations. To determine total above ground storage capacity, add the volumes of all above ground storage tanks and containers (e.g., oil tanks, tube oil drums, grease drums, etc.). OIL POLLUTION The 011 Pollution Prevention Act requires that facilities meeting the above criteria: PREVENTION ACT • develop SPCC Plans within six months after operations begin (new facilities); • review and update their SPCC Plans every three years; and • modify their SPCC Plans within six months of any change that materially affects potential spills (e.g., a change in fueling operations, a change in fuel island or facility design or construction, increased fuel tank capacity, new storage tanks with leak detection, etc.). Important: Any changes to the plan must be certified by a state engineer.
