Erickson, Facilities Manager PROPOSED RYDER TRANSPORTATION CENTER ACCESS TO WASHINGTON COUNTY STATE AID HIGHWAY 21 (CSAH 21. STAGECOACH TRAIL NORTH) Dear Mr. Melena. As we discussed by phone, Washington County requests site plans, trip generation figures, and any other information that is available to evaluate the proposed Ryder Student Transportation center's access to CSAH 21. While we do not foresee any problems with access at this location we do consider the bus lot a substantial change from the site's former use as Junker Sanitation's operations base, especially since the sanitation company's operations ceased some time ago. An existing permitted access is not perpetuated through a change in use of the property and so a new permit must be obtained by the new property owner. If no physical changes to the driveway or to the roadway are needed, and the only reason to require a new permit is the change in use, we waive the permit fee so the process is relatively painless to the applicant. Again, while we do not expect to require any special accommodations to access at the site, we understand that the facility will generate 300 -400 bus trips daily. As the responsible road authority, we must evaluate how this traffic will affect safety and how to best accommodate the bus traffic. If a traffic analysis shows that modifications to either the driveway or roadway are needed for the safe operation of this driveway for this particular use, the cost of these modifications must be borne by the applicant, Please call me at (651) 430 -4312 if you have any questions or comments.
