Box 2007 Oak Park Hei MN 55082-2007 Re: R Transportation Site Our File No. 55-99-000 Dear Mr. Melena: We have completed a ver brief anal of the storm water runoff and treatment for the R Transportation site as well as the EDA Bell site. Topo information obtained in the field shows the northerl two-thirds of the Bell site slopes severel to the northwest with slopes of 10 to 12 percent which would prevent construction of storm water pondin at that location. Onl the south 0.5 acres of the Bell site would drain into a common pond and represents approximatel 10 percent of the overall draina area. A common pond could be constructed in the northerl relativel flat open area of the unimproved R site with a 10 percent pond encroachment on the Bell site. This will re removal of a wooded area of approximatel 0. 12 acres which contains mostl cottonwood trees. The storm water pond would be g raded to contain at least 0.95 acre feet of wet stora which is re to meet the National Urban Runoff criteria. This pond would also allow for 1.22 acre feet of stora so that the dischar rate could be reduced to less than 2 cubic feet per second. Other pondin sites could be made available on the upland portions of the R site but the owner has not shown an interest in this alternative. There is a flat, open area adjacent to the wetland recentl created b Northern States Power Compan but the initial expenditure would be g reater than the current j oint site bein considered. In accordance with y our re we have also prepared some ver approximate cost estimates for the construction of the pond, the possible storm sewer s re for the R site as well as the cost for g radin g , g ravel base, bituminous surfacin and curb and g utter surroundin the R parkin lot. Sewer System 8400.00 Parking Lot Construction 279,000.00 TOTAL $39900.00 The cost estimates shown above include a 30 percent allowance for contingincies, engineering and administrative costs. with the joint use pond, it is anticipated that the cost to be borne by the Bell site would be 10 percent of the pond construct cost plus a small portion of the outlet facility. It is expected that the Bell site contribution would be about $5,000.00. We are enclosing a copy of the topography for the Bell property which is of value in the sale of this property for development purposes.
