Numerous residents of the area were present at the hearin and all were opposed to the R proposal. The residents stated concerns with additional traffic, noise, screenin decrease in residential propert values, the location of the berm on the south propert line, dust and air pollution. The Plannin Commission discussed the proposal from R and the nei concerns and felt that if the R facilit is to be located at the site, there will need to be ti controls on the external factors created b the facilit Usin the conditions found in the April 8, 1999 plannin report, the Plannin Commission added additional conditions related to increased screenin the need for pavin and g utter before R utilization, installation of block heaters or heater plu on alil of the buses, compliance with Washin Count re for a turn/pass lanes, annual review, re buses to be backed into spaces and limitations on hours of operation. The CUP was recommended with the followin conditions: 1. Not more than one hundred twent (120) buses shall be stored on site. 2. Additional plantin shall be provided in the southeast corner of the propert alon the south propert line, subject to Cit staff and the Cit Arborist review and approval. 5775 WAYZATA BOULEVARD, SUITE 555 ST. The existing vegetation along the southwest property line is removed, as indicated on the site plan, to provide traffic visibility for the abutting property. 4. MPCA approval of a storm Water Pollution Prevention Plan. 5. Modification of existing storm water catch basins to minimize sedimentation loading shall be subject to review and approval of the D N R.. 5. All parking and storage areas shall be surfaced with bituminous material and concrete curbing and storm water retention systems shall be installed before commencement of operations by Ryder on the site. 7� A revised lighting plan shall be submitted indicating light intensity to the property line, subject to city staff review and approval. 3. MPCA requirements regarding liquid bulk storage and waste handling shall be complied with. 9. The applicant receive EPA approval of a hazardous waste generator permit, a copy of which shall be provided to the city. 10. All grading and drainage issues shall be subject to review and approval of the city Engineer. 11. Comments of other city staff, the Planning Commission, or the city council. 12. Ryder student Transportation Services shall resolve all issues related to any access permits required by the Washington county Department of Public Works. 13. Additional plantings shall be provided along the north property line, adjacent to the bus parking area, subject to City staff and the city Arborist review and approval. 14. Block heaters and heater plugs shall be installed on all buses operated out of the 5302 Stagecoach Trail North facility before commencement of operations by Ryder. 15. An operations plan shall be developed and enforced, subject to city staff review and approval, that all buses shall be backed into the respective parking spaces at the end of a day's run. 16. A plan for hours of operation shall be developed by Ryder subject to review and approval of city staff. 6 17. The conditional use permit shall be subject to a review of the approval and all conditions at the end of one year from the date of approval.
