The followin meetin were held since 4127199: Ma 5, 1999 R Plannin Communit Development Ma 5, 1999 R Plannin En Communit Development Ma 19, 1999 R Plannin Communit Development As a result of the discussions held durin these meetin staff recommends that as p art of the proposed pavin for the R Transportation facilit stormwater pondin needs for the adjacent EDA owned "Bell Property" be incorporated into the 'overall plan. Staff therefore recommends that the Cit Council authorize Boonestroo and Associates to perform a topo surve and complete a draina anal for the Bell Site and the R Transportation site. RYDER STUDENT TRANSPORTATION SERVICES Dear Mayor Schaaf: Ryder Student Transportation Services has before the City of Oak Park Heights an application for a Conditional Use Permit for the property known as the Junker site at 5302 Stagecoach Trail North. The concept of Ryder occupying this site as a school bus operation for the School District was born in the spring of 1 998. We are approaching the one year anniversary as well as" hopefully, a positive Conclusion for the City, the students and community, and Ryder. From the beginning, this site has been seen as ideal for a school bus operation -- zoned industrial' across from the prison, fully screened, and centrally located in the District on a highway that can perhaps best be described as "Linde rut ilized ". And certainly, the school bus operation represented an up -grade in the use over the past decades as a garbage truck operation. There has been a fair amount of discussion about the size of Ryder as a company and Ryder's ability to pay for this project as well as the attached conditions. It is important l clarify that each individual Ryder Location and contract has its own profit and loss statement and stands on its own financially. Ryder provides the organization to bring together all the pieces necessary to provide the student transportation service, the community pays the expenses associated with that service through a contract. we accept as our charge and responsibility keeping those expenses to the minimum necessary, while at the same time providing the highest quality and safest transportation possible. Ryder has made a significant investment to date in people and financial resources in an effort to secure a facility to serve the community. And we have much more to do in order to make the facility ready for operation. we are asking the Council to be sensitive to the conditions that would add excessive costs to this project. MPCA approval of a Storm Water Pollution Prevention Plan. • R has current Storm Water Prevention Plans on file 16 with the State of Minnesota. • Storm Water Pollution Prevention Plan for this site will be prepared with R SWPPP Preparation Manual. • R will compl with all State law and extensive internal Environmental Polic so as to assure on- environmental monitoring, CONDITION 5. Modification of existin storm water catch basins to minimize sedimentation loadin shall be subject to review and approval of the DNR. • Existin storm water draina s consists of two (2) catch basins dischar to a common effluent point. • Catch basin with lar sediment trap with sediment sump four feet in depth will be installed at the location where the most down stream catch basin now exists. • This modification addresses the Minnesota DNR objectives for the property, CONDITION 6. All parkin and stora areas shall be surfaced with bituminous material and concrete curbin and storm water retention s shall be installed before commencement of operations b R on the site. CONDITION 7. A revised li plan shall be submitted indicatin li intensit to the propert line, subject to Cit staff review and approval. A revised li plan has been submitted with the permit application. • The revised li plan complies with li intensit re b the cit no readin g reater than 1.0 footcandle in the street and 0.4 footcandles at the propert line. CONDITION 8. MPCA requirements regarding liquid bulk storage and waste handling shall be complied with. • Ryder complies with all MPCA requirements regarding liquid bulk storage and waste handling at all existing operations, and would do the same on this site. • All practices relating to bulk storage and waste handling are outlined in Ryder's strictly adhered to HAZARDOUS COMMUNICATION PLAN and ENVIRONMENTAL POLICY AND PROCEDURE. CONDITION 9. The applicant receive EPA approval of a hazardous waste generator permit, a copy of which shall be provided to the City. • Ryder maintains EPA approved hazardous waste generator permits at all Locations and will provide copy of such permit for this site to the City. • All vendors used by Ryder in the area of hazardous waste are thoroughly checked and approved for compliance with all Local, State, and Federal laws relating to hazardous waste. • Ryder has a complete HAZARDOUS COMMUNICATION and EMPLOYEE TRAINING PLAN for the health and welfare of all employees and the community. inage issues shall CONDITION 10. Comments of other City staff, the Planning Commission, or the City Council. It is our hope all comments have been heard as well as all conditions identified and discussed. CONDITIONS 12. Ryder Student Transportation Services shall resolve all issues related to any access permits required by the Washington County Department of Public Works. • Ryder will resolve any issues relating to access required by Washington County Department of Public Works. CONDITION 14, Block heaters and heater plu shall be installed on all buses operated out of the 5302 Sta Trail North facilit before commencement of operations b R • The current fleet will include: 12 new vehicles with ESPAR heaters (self- contained heatin motors to warm en for eas start) =:> 31 vehicles with g low plu for instant start => 31 vehicles retro-fit with ESPAR heaters in the fall of 1999 30 vehicles retro-fit with ESPAR heaters in the fall of 2000. • No more than 30 units m ay re minimal cold weather startin this comin school y ear. • R will eliminate the need for startin and/or runnin vehicles durin cold weather within one y ear (Fall of 2000)10 CONDITION 15. An operations plan shall be developed and enforced, subject to City staff review and approval, that all buses shall be backed into the respective parking spaces at the end of a day's run. • Buses will be equipped with a manual cut -off switch so as to eliminate the back -up beeper while operating in the Location. This will promote a safer environment by allowing buses to pull into parking stalls and back out rather than backing in and pulling out. CONDITION 16. A plan for hours of operation shall be developed b Y Ryder subject to review and approval of f 'City staff. • The majority of activity (hours of operation) will occur between 6:00 am and 6:00 pm. • The exception to these hours are based on our customer needs (primarily the School District). Examples of exceptions would be: =t> Evening or Saturday athletic trips (football, basketball, etc.), � Sunday senior citizen church run, � Shuttle buses used on Saturday for the Lumber Jack Days, � Shuttle bus for Anderson Window employees, =:> Etc. • The average or range of activity over the weekend is 4 -6 units.
