Condominium and Office Building Development in the City of Oak Park Heights, Washington County, Minnesota. This report is presented to the City of Oak Park Heights and the Middle-St. Croix Watershed Management Organization (WMO) for review, comment and approval. The proposed site is located in the eastern part of the City approximately 0.5 miles east of the Intersection of Highway 36 and Osgood Ave on 60th Street North. The total area of the property is 2.4 acres. This plan, in conjunction with the Stormwater Management Plan , satisfies the requirements for a Stormwater Pollution Prevention Plan (SWPPP) required by the Minnesota Pollution Control Agency (MPCA) for the General Stormwater Permit for Construction Activity (MN R100001). These documents shall be kept on file by the City as required under the General Stormwater Permit. This plan shall be discussed in detail at the preconstruction meeting for this project prior to the start of construction activities. GENERAL INFORMATION 1. Figure 1 in this plan shows both the existing and proposed contours. The majority of the scattered tree will be cleared from the site. Final drainage will be toward the southeast corner of the project site where the existing storm water pond will be enlarged. The pond will be dug as soon as possible to contain runoff during construction. 2. A final construction schedule will be discussed with the selected contractor at the preconst ruction meeting. The Owner of the property has expressed interest in starting construction this summer. The estimated construction time for the site improvements (not including the buildings is 2 months). 3. The site work contractor will be responsible for all erosion control systems. A contractor will be approved according as discussed in item 2. Temporary erosion control measures include approximately 800 linear feet of silt fence, approximately 1600 square yards of erosion mat, and a rock construction entrance as shown in Figure 2 . 5. Permanent erosion control measures include sod, seed and approximately 20 cubic yards of riprap for the storm sewer outlets to the pond. 6. A Stormwater Permit for Construction Activity (MN R100001) will be applied for by the Owner once the project has been awarded to a contractor. A copy of the permit will be kept on record with the Owner. 7, The 100 -year flood elevation for the proposed storm water pond is 945.4. The finished first floor of all three (3) buildings is well above this elevation meeting the 2 -foot minimum separation requirement. Grading and Sediment- Erosion Control Plan— Fox Hollow PUD, Oak Park Heights, MN 2 9. There is no earthwork cut and fill activities taking place in a floodplain or wetland area. CONSTRUCTION ACTIVITY REQUIREMENTS 1.. Temporary erosion control measures shall be installed prior to the start of construction activities. In areas where trees are being cleared, the silt fence can be installed immediately after this activity is complete. 2. Water from dewatering activities for the piping installation and other construction activities shall be confined in a temporary holding pond. The contractor may wish to construct the permanent pond at the start of the project to use a temporary pond. The contractor shall then clean out the pond and grade to specified elevations prior to completing the project. 3. All pavements shall be cleaned on a daily basis. INSPECTIONS AND MAINTENANCE 1. The Owner will be in charge of routinely inspecting the erosion control systems during construction. Inspection will be made once every seven (7) days during active construction and within 24 hours after a rainfall event greater than 0.5 inches in 24 hours. 2. All inspections and maintenance conducted will be recorded and include the following information. These documents will be retained in the project files. a. Date and time of inspections; b. Name of person(s) conducting inspections; c. Findings of inspections, including recommendations for corrective actions; d. Corrective actions taken (including dates, times, and party completing maintenance activities); e. Date and amount of all rainfall events greater than 1/2 inch in 24 hours; and f. Documentation of changes made to the Stormwater Management Plan or Grading and Sediment - Erosion Control Plan. 3. Once areas are permanently stabilized, inspections may be reduced to once per month. 4. The Owner will inform the contractor of all problem areas or required repairs to the erosion control systems. It is then the contractor's responsibility to fix the problem areas. The following specific maintenance requirements will apply. a. All silt fence must be repaired, replaced or supplemented wi thin 24 hours when the sediment reaches 1/3 the height of the fence. b. Remove sediment from permanent ponds or basins within 72 hours when sediment reaches 1/2 the storage volume. Store and dispose of all solid waste such as collected sediment, asphalt and concrete millings, floating debris, paper, plastic, fabric, construction and demolition debris, etc. and hazardous materials such as oil, gasoline, paint, etc. in accordance with MPCA regulations. END c. Remove all deltas or sediment deposited in surface waters or oth er drainage systems and restablize the areas within seven (7) days of discovery. The contractor is responsible for obtaining all additional permits required for this activity at no additional expense to the Owner. d. Sediment tracked onto pavement shall be removed within 24 hours of discovery. e. The contractor is responsible for the installation, maintenance and removal (where applicable) of all erosion control systems for the duration of the project and its warranty period.
