Call to Order: Chair Eder called the meeting to order at 6:30 p.m. Present: Commissioners Krieger and Viers; City Administrator Johnson, Public Works Director Ozzello, Arborist Widin and Commission Liaison McComber. Absent: Vice Chair Hauble and Commissioner Wagner. II. Approval of Agenda: Commissioner Krieger, seconded by Commissioner Viers, moved to approve the Agenda. Carried 3 -0. III. Approve Parks Commission Minutes — May 20, 2009: Commissioner Viers, seconded by Commissioner Krieger, moved to approve the Minutes. Carried 3 -0. IV. Department /Commission Liaison Reports: A. Arborist: Arborist Widin reported that the City Council approved a prairie restoration where Xcel Energy had clear -cut the trees along the trail behind City Hall west of Oldfield Avenue. Widin reported that Emerald Ash Borer, an invasive insect that kills ash trees, was confirmed in St. Paul in mid -May. She reported that she is working on a response plan regarding Emerald Ash Borer. She stated that people should water their trees because there is some evidence that the insects are more likely to attack trees that are under stress. She also stated that residents may consider insecticides. She does not recommend that people remove their ash trees, and she stated that residents should not move ash wood that has intact bark on it. Arborist Widin also stated that residents should not plant new ash trees. Widin reported that the City received the Tree City USA Award for 2008 and will have a ceremonial tree planting at the Party in the Park on August 4. She reported that she is taking requests from residents for boulevard trees. Widin reported that residents should water their trees during dry periods with a hose at the ground or with a root feeder without fertilizer at the branch spread once each month, or once every two weeks if it becomes really hot or dry. Commissioner Krieger, seconded by Commissioner Viers, moved to approve the Arborist's Report. Carried 3 -0. B. Public Works Director: Public Works Director Ozzello reported that the work at Brekke Park lot has begun. He reported that the department hired three seasonal park attendants, and the parks are open every day. Ozzello reported that the department will be clearing out the three trees at Valley View Park that need to be removed for the new playground equipment, and are installing drain tile and doing some leveling to prep the site. He reported that all equipment has been ordered, and once it is Parks Commission Minutes June 15, 2009 Page 2 of 3 delivered they will start the set up. Ozzello reported they are going out for bids for crack filling that needs to be done prior to seal coating. He stated he plans to ask the council to include trails in the list of streets that need crack filling. Ozzello reported that he will e -mail the park walkthrough list to the Parks Commissioners. Commissioner Viers questioned usage at the parks. Ozzello reported that usage is up at the parks, particularly at Brekke Park with the disc golf course. He reported that vandalism in the parks has decreased. He stated that the flash camera demo has arrived, and the police department will decide where to place the camera. Chair Eder questioned what the standard procedure is for residents to report potholes or other items along the trails. Public Works Director reported that a report can be e- mailed in or called in to City Hall. He stated that the more information that can be provided, the more helpful it is for their department. Commissioner Viers, seconded by Commissioner Krieger, moved to approve the Public Works Director's report. Carried 3 -0. C. Other / Commission Liaison Retorts: Commission Liaison McComber reported that she was contacted by a resident who was concerned about children chasing ducks and geese towards the ponds that are along the walking trails. She requested that commission members provide suggestions on what can be done to prevent problems. Chair Eder stated that his initial thought was to plant bushes around the ponds, but was concerned about visibility in the event someone did fall in. He suggested that this item be discussed at the next Parks Commission meeting. V. Visitors /Public Comment: None VI. Summer Park Prommmiu: Chair Eder reported that the Parks Commission held a Parks Commission Minutes June 15, 2009 Page 3 of 3 worksession with Gina Zeuli regarding summer park programming. He reported that the first event is possibly happening June 27. He stated that residents should check the City's website and the newspaper for further information. XI. Informational: A. Next Meeting: Monday, July 20, 2009 at 6:30 p.m. at City Hall B. Council Representative: Tuesday, June 23, 2009 — Commissioner Viers C. Party in the Park: Tuesday, August 4, 2009 at Brekke Park XII.
