PARKS COMMISSION MEETING MINUTES

1. Call to Order: Vice Chair Hauble called the meeting to order at 6:30 p.m. Present:
Commissioners Krieger and Viers; City Administrator Johnson, Public Works Director
Ozzello, Public Works Operator Kegley and Commission Liaison MCComber. Absent:
Chair Eder, Commissioner Wagner and Arborist Widin.
II. Approval of Agenda: Commissioner Krieger, seconded by Commissioner Viers, moved to
approve the Agenda. Carried 3 -0.
11I. AdJOUrn to Worksession to Discuss Summer Parks Pro�.ramrnint;: Commissioner Viers,
seconded by Commissioner Krieger, moved to adjourn to the worksession. Carried 3 -0.
IV. Reconvene Regular Meetinvi: Commissioner Viers, seconded by Commissioner Krieger,
moved to Have Gina Zculi provide a summary schedule and list of events and approximate
budget by May 26 to be given to the Administrator for Council approval. Carried 3 -0.
V. Approve Parks Commission Minutes -- April 20. 2009: Commissioner Krieger, seconded by
Commissioner Viers, moved to approve the Minutes. Carried 3 -0.
VI. Demartment /Commission Liaison Reports:
A. Arborist: City Administrator Johnson reported that Arborist Widin could not attend
the meeting that evening. Ile provided her report that Emerald Ash Borer has been
found in St. Paul and quarantines of ash wood have been placed in Ramsey and
Hennepin Counties. He reported that oaks trees should not be pruned this time of the
year due to insect transport of the oak wilt fungus. Arborist Widin is requesting that
residents wait until late July to prune oaks, but if a tree is wounded prior to then, the
wound should be painted with latex house paint. City Administrator Johnson
reported that the City was awarded the 2008 `Free City USA award.
B. Public Works Director: Public Works Director Ozzello provided a written report to
the Parks Commission on vandalism in the parks. Ozzello reported that lie will
provide the commissioners with a list of items discussed at the parks walkthrough so
the commissioners may review and prioritize projects. I e reported that the city
parks will be open for Memorial Day weekend.
Ozzello reported the department is in full summer operation, and they have started
mowing using the same contractor as the previous year. I-Ie stated that sections of the
trail behind the current City Hall site have been closed due to the City Hall facility
construction.
C. Other / Commission Liaison Reports: Commission Liaison McConiber reported that
she was contacted by a resident who was concerned about children chasing ducks and
geese towards the ponds that are along the walking trails. She requested that

commission members provide suggestions on what can be done to prevent problems.
VII. Visitors /Public Comment: None

1X. New Business:
A. Summer Park Attendants: Public Works Director Ozzello reported that 25
applications were received for the position, and the department held twelve
interviews. Ozzello reported that three candidates will be recommended Ior hire at
the next City Council meeting. I-ie requested endorsement by the Parks Commission.
Commissioner Krieger, seconded by Vice Chair Hauble, moved to approve and
endorse the Public Works Director's recommendations. Carried 3 -0.
X. Old Business:
A. Receive Bids for Valley View Plavgroucid lquipment: Public Works Operator
Kegley provided a presentation to the commission on the bid process and the results
of the bid. Kegley reviewed the features of the plan he recommended which was
submitted by Minnesota - Wisconsin Playgrounds.
Vice Chair Hauble, seconded by Commissioner Viers, moved to recommend Public
Works Operator Kegley's recommendation of D4309H playground equipment for
Valley View Park. Carried 3 -0.
Vice Chair Hauble, seconded by Commissioner Krieger, moved to recommend the
color scheme of green, red and blue shown in the drawing provided with the bid.
Carried 3 -0.
B. Vandalism /Safety Cameras for Parks and "Trails: Commission Liaison McComber
reported that she saw a demonstration at the National League of Cities Conference of
digital motion- sensor flash cameras that take snapshots and can send them to a
designated camera in a squad car or other location. City Administrator Johnson
stated lie believed Chief DeRosier may be able to obtain a demo loaner at no cost.
Commissioner Viers, seconded by Vice Chair Hauble, moved to obtain the demo,
view it, and then recommend to the City Council that they include this in their budget
discussions. Carried 3 -0.
