The City has received two applications from interested persons for the Parks Commission
Vacancy left by Randy Wagner.
Interviews will be held on Monday, August 17, 2009, immediately after calling the regular
meeting to order.
The interviews will take place as follows:
6:30 p.m.: Denise Niedzolkowski
6:40 p.m.: Paul Dornfeld
The Parks Commission should make its recommendation to the City Council for final
approval at their August 25, 2009, meeting.

My 30+ years of experience in banking and public finance
will be an asset to the Park Board.
I have been involved both as a board member and
lender in dealing with City and public financing.

PARKS COMMISSION MEETING MINUTES
Monday, July 20, 2009 at City Hall
1. Call to Order: Chair Eder called the meeting to order at 6:30 p.m. Present: Vice Chair
Hauble and Commissioner Viers; City Administrator Johnson, Public Works Director
Ozzello, Arborist Widin, Commission Liaison McComber, and Park Program Coordinator
Zeuli. Absent: Commissioners Krieger and Wagner.
Il. Approval of Ap-enda: Vice Chair Hauble, seconded by Commissioner Viers, moved to
approve the Agenda. Carried 3 -0.
Ill. Avvrove Parks Commission Minutes —.Tune 15, 2009: Vice Chair Hauble, seconded by
Commissioner Viers, moved to approve the Minutes. Carried 3 -0.
IV. Department /Commission Liaison Reports:
A. Arborist: Arborist Widin reported that the prairie restoration was approved for the
area west of Oldfield Avenue where the trees were cut. City Administrator Johnson
reported that the City contacted Xcel Energy and requested they fund one -half the
prairie restoration, and they are willing to do that.
Arborist Widin reported she put together a list of trees for pruning and removal and
requested quotes which were due soon and would be submitted to the City Council.
Widin reported she also put together a list for boulevard tree plantings and has
received the quotes for that work. She reported that will also be submitted to the
City Council for approval.
Widin reported that Emerald Ash Borer has not been confirmed in Washington
County. She stated that it is up to a property owner whether or not they want to treat
their ash trees to protect them. She does not recommend property owners removing
their ash trees unless the trees are of marginal health or have other problems such as
decay or storm damage.
Arborist Widin reminded residents to water their trees. She stated that trees
transplanted within the last five years should be watered every week or two, and
mature trees need to be watered once a month. 'frees should be watered slowly at
ground level. Chair Eder reminded residents to be mindful of the odd /even watering
restrictions when watering trees.
Widin reported there will be a ceremonial tree planting at the Party in the Park on
August 4 at Brekke Park at 5:00 p.m. for the Tree City USA designation.
Vice Chair Hauble, seconded by Commissioner Viers, moved to approve the
Arborist's report. Carried 3 -0.
B. Public Works Director: Public Works Director Ozzello reported that the Valley View

Park playground equipment has been installed. He stated that the department had
been speeding a lot of time prepping the area and doing maintenance at Valley View
Park. He provided the commission with some pictures of the park.
Commissioner Viers, seconded by Vice Chair I-lauble, moved to approve the Public
Works Director's report. Carried 3 -0.
C. Other 1 Commission Liaison Reports: None.
D. Summer Park Pro)ramminz: Park Program Coordinator 7euli provided a report on
attendance of the recent park programs. She stated that the feedback she has received
has been very positive. She provided the dates, times, and locations for• the
upcoming events in the parks.
Zculi asked the commission whether they thought there should be some other type of
entertainment at the park on movie night prior to the movie commencing, such as
face painting or an inflatable ,jump room. Chair Eder responded that it depended on
the budget. Vice Chair Hauble stated that he has a neighbor that would likely be
willing to bring up a fire truck for the kids to look at. Chair I"der thought it would be
worthwhile if Zeuli could Lind something for the kids until the movie starts.

VII. New Business:
A. Request by Saint Croix Valley Athletic Association to Use I3rekke Park Fields:
Commissioner Viers, seconded by Vice Chair Hauble, moved to allow the Saint
Croix Valley Athletic Association to use the I3rekke fields for the upcoming soccer
season. Carried 3 -0.
B. Accent Resignation of Commissioner Randy Wanner; Initiate Process to Fill Seat:
Vice Chair Hauble, seconded by Commissioner Viers, moved to accept Randy
Wagner's resignation from the Parks Commission. Carried 3 -0. Chair Eder thanked
Randy Wagner on behalf of the Parks Commission.
Vice Chair Hauble, seconded by Commissioner Viers, moved to commence a search
for a new commission member with interviews prior to the August 17 Parks
Commission meeting. Carried 3 -0.
C. Discussion on Ponds Along Walkim - Trails: Chair Eder reported that Commission
Liaison McComber brought this up at a previous meeting because she received a
concern from a resident that children may fall into the ponds. Chair Eder stated that

his opinion is to not install fences around the ponds. He stated one concern he does
Have is a sharp turn on the pond between Goodwill and City f fall. He thought some
bushes could be planted in that area. Commission Liaison McComber suggested that
City Engineer Erickson and Public Works Director OzzelIo take a look at the area.
Chair Eder, seconded by Vice Chair Hauble, moved to direct City staff to look at the
particular area of the trail where it curves near the pond that is located between
Goodwill and City Hall to see if there is anything that could be done to improve the
safety of the slope there and come back at a future meeting; to provide an update.
City Administrator Johnson reported that a new assisted - living facility will be going
up in the near future in that area so there will be a lot of development over the next
year or two years. Johnson stated that the City has not technically taken over that
trail from the developer so it may take some time to get it done.
Chair Eder, seconded by Commissioner Viers, moved to amend the main motion that
City staff take a look at the area and bring it to the attention of the developer that
there is a concern with the trail. Carried 3 -0.
Main motion carried 3 -0.
VIII, Old Business:
A. Safety Cameras — Review by Chief of Police: Chair Eder reported that Police Chief
DeRosier provided the commission with a memo regarding the safety cameras for
parks and trails. City Administrator Johnson stated that DeRosier noted the cameras
functioned as stated, but that the cost was high.
Commission Liaison McComber stated she thought it was valuable. Chair Eder
stated that he thinks it is a valuable tool; however, it is quite expensive.
Chair Eder, seconded by Vice Chair Hauble, moved to recommend that the arks
Commission create a fund for the intention of a safety /vandalism deterrence program,
whether it be a camera or whatever it might be, to be funded over the next two years
from the council with a target of up to $8,000 over a two -year period or more.
Carried 3 -0.
B. Valley View Park Plav�.round Update: Chair Eder stated that the equipment is in at
Valley View Park and should be fully operational by that weekend following that
meeting. He thanked staff for an excellent job working with the vendor on that
project.
Chair Eder stated lie felt some of the equipment at Brekke Park was in bad shape.
Chair Eder, seconded by Vice Chair Eder, moved to have the CIP amended to have

Brekke Park be the next round of playground equipment to be evaluated for
replacement given the condition of the equipment and the somewhat difficult nature
of finding; compliant equipment for Swager Park, Carried 3 -0.
Chair Eder noted that there was some flaking of the surface of the Swager Park
tennis court in the southwest corner that should be looked at. City Administrator
,Johnson stated there is a warranty of at least one year.
