PARKS COMMISSION MEETING MINUTES
Monday, October 19, 2009 at City Hall
1. Call to Order: Chair Eder called the meeting to order at 6:30 p.m. Present: Commissioners
Krieger and Viers; City Administrator Johnson, Interim Public Works Director Kegley, and
Commission Liaison Mayor Beaudet. Commissioner Niedzolkowski ,joined the meeting
after the Arborist report was given. Absent: Vice Chair Hauble and Arborist Widin,

Item B. Commissioner Krieger, seconded by Commissioner Viers, moved to approve the
Agenda. Carried 3 -0.
111. Approve Parks Commission Minutes — September 21, 2009: Commissioner Viers, seconded
by Commissioner Krieger, moved to approve the Minutes. Carried 3 -0.
IV. Department /Conhinission Liaison Renorts:
A. Arborist: Chair Eder reported that Arborist Widin was out of town but did submit a
report which was attached to the meeting packet. Commission Liaison Mayor
Beaudet reported that the dad not think that residents deeded to water trees that had
been established for five years or more if the month continued to have higher than
expected rainfalls. Chair fader also reminded residents of the odd /even watering rule
in effect.
Beaudet reported that the Parks Commission with Arborist Widin's recommendation
should include approximately $37,000 in the next year's budget to begin removing
ash trees in the City and replant with new boulevard trees.
Chair Eder reviewed Arborist Widin's report that was attached the meeting packet.
He reported that Prairie Restorations would be seeding in the area by Swager Park ill
October and taking measures to be sure that weeds do not grow in.
Commissioner Krieger, seconded by Commissioner Viers, moved to approve the
Arborist's report. Carried 3 -0.
B. Public Works Director: Interim Public Works Director Kegley reported the park
shelter restrooms had been closed and winterized for the season. He stated that
portable restroonhs had been placed at the parks.
Kegley reported that an asphalt walk was installed at Valley View Park from the
shelter to the playground. He also reported that Mayor Beaudet generously provided
the City with a granite slab to place beneath the park bench overlooking the new play
facility at Valley View Park, The Parks Commissioners thanked Mayor Beaudet for
his generosity.
Kegley reported that the subcontractor would repaint the entire red - sealed surface of

the Swager Park tennis court the following spring, and the work would be covered
under warranty.
Kegley reported that the City would be advertising for rink attendant positions. He
stated that the plan was to have the rink attendants hired and trained by December.
Chair Eder, seconded by Commissioner Viers, moved to direct the Public Works
Department to review options for re- establishing music at Brekke Park's ice arena
and bring it forward to the next council meeting. No vote taken.
Commissioner Krieger, seconded by Commissioner Niediolkowski, moved to
approve the Public Works Director's report. Carried 4 -0.

VII. New Business:
A. Band Performance in City Park: Councilmember Mike Runk was present at the
meeting and stated that while attending a summer programming event at Autumn
Hills Park, lie walked around the park and thought it would be a great place for a
band concert. I -le reported that he spoke with City Administrator Johnson who
thought it could be part of the summer parks programming. Runk stated that he
spoke with Park Programming Director Zeuli who thought it would be a good idea.
Runk stated there would be some expenditures associated with the performance
because the City would need to provide sonic type of stage.
Runk reported that lie sent e -mail correspondence to the band director at the
Stillwater Area High School, Mr. Dennis I.Jndsey. He stated he received a reply back
requesting the date that the City had in mind. Runk reported that he replied
indicating that the date would be up to the availability of the band, but wanted to
know what they would require as far as set -up for a performance in a city park.
Commissioner Krieger, seconded by Commissioner Viers, moved to direct staff to
send a formal letter to the Stillwater Area High School band director on the Parks
Commission's behalf offering an invitation. Carried 4 -0.
B. Quotes for Lif4ht Placement: Interim Public Works Director Kegley reported that as
part of the construction of the new City Hall, six parking lot lights would be removed
in March or April of 2010. Kegley proposed rather than disposing the lights, that the
lights be reused in City parks to illuminate dark pathways. Kegley provided the

Parks Commissioner with a memo and maps of Brekke and Cover Parks indicating
possible locations for the lights.
Kegley reported that he was seeking approval from the Parks Commission of the
light locations and approval to obtain quotes for the work.
Chair Eder questioned whether the lights complied with full cut -off rules. Mayor
I3eaudet reported that the lights were in compliance and would be on a timer.
Mayor Beaudet suggested having just two lights in Brekke Park and an alternate of
one near the west playground area to avoid crossing over the new asphalt trail that is
near the east playground area. I Ie stated that if there are only two lights placed in
Brekke Park, they could place another one in Cover Park near the playground.
Chair Eder, seconded by Commissioner Krieger, moved to give Interim Public
Works Director Kegley approval to seek bids from contractors so that lie can bring
forth estimates to the City Council for their vote on reinstalling the six parking lot
lights that will be removed due to the City Hall construction and have them
reinstalled in Brekke Park and Cover Park per the sketches and the alternates that
have been discussed. Carried 4 -0.
VIII. Old Business:
A. Parks Walkthrm -)h List Discussion: Chair Eder stated that overall he thought the
parks were in good condition and thanked the Public Works Department for a fine
job taking care of the parks. Interim Public Works Director Kegley provided the
Parks Commissioners with a list of items discussed during the recent walkthrough
with suggested priority ranks. Mayor I3eaudet reported that there was about $60,000
allocated in the park budget for capital improvements. The Parks Commissioners
reviewed the list and agreed with most of the priority ranking that the Public Works
Department suggested.
Chair Eder stated that he felt the soffit and fascia on the Valley View Park shelter
was a high priority and should be addressed before the next park season. He
suggested getting bids and possibly looking into aluminum soffit and fascia. Eder
also suggested that the ceiling replacement project at Brekke Park be lumped
together with the Valley View Park shelter project.
Eder stated he felt installing the sprinkler system at Autumn Hills Park Shelter was
important. Ile felt it should stay as a low priority but should be left on the radar, and
as money becomes available, the priority level could be heightened. He also felt the
main playground equipment at Brekke Park should be a higher priority.
Eder also stated that replacement of the hockey boards should be completed as soon

as possible. I-Ie stated that several people use the ]hockey rinks in the Winter.
Chair Eder sriggested that the public Works Department staff conduct all inventory of
the condition of the picnic tables in the parks.
He stated there Was discussion of
P ossibl y purchasing a certain number of picnic tables each year for replacement of
existing tables that may be ill poor condition. Mayor I3eaudet stated that there is
usually a discount When buying multiple picnic tables at one time.
Commissioner Krieger, seconded by C Viers, moved to accept Chair
Eder's suggestions. Carried 4 -0.

Dear Mr. Lindsey,
|amwriting this letter to You as a follow-up from email conversations I befleve you held with City
Council Member Mike Runk as to the possibility of the SAHS bond holding a concert in Autumn
Hills Park in Spring 20l0.
The Park Commission would also be very inieme sted in hosting un event of this type ux|twould
aid in drawing additional people into 1he parks as o now dimension to its o/rnmorpmgronoming.
The Ook Park Heights I Sysiern has to date hosled movies and various craft/nature
programming.
Naturally, the logistics of pulling off this event would be port nf future discussions, but please note-
that thaPo/kCnmmioion|sUexib|oonpovdb|adotexmnddpeshavasornefondsot its discretion
mokethe project a success. If you feel that a park concert ksomething that you Would be able
and willing to pursue, please let me know and we canset tip a meeting to talk about specific
ideas, needs and dates.
