Page 2 of 32 CITY OF OAK PARK HEIGHTS PARKS COMMISSION MEETING MINUTES Monday, January 26, 2009 at City Hall I. Call to Order: Commissioner Wagner called the sleeting to order at 6:33 p.m. Present: Commissioners Eder, Hauble and Wagner; City Administrator .Johnson, Public Works Director Ozzello and Commission Liaison McComber. Absent: Commissioner Nelson and Arborist Widin. II. Approval of Agenda: City Administrator Johnson added "Commissioner Appointments" to the agenda and Councihnember McCornber had requested "Playful City USA" be added as Old Business Itern C. Commissioner Wagner added "Parks Commission Vacancies" as New Business Item B. Commissioner Eder, seconded by Commissioner Hauble, moved to approve the Agenda. Carried 3 -0. III. Approve Parks Commission Minutes — December 15, 2008: Commissioner Eder, seconded by Commissioner Hauble, moved to approve the Minutes. Carried 3 -0. IV. Department /Commission Liaison Reports: A. Arborist: City Administrator .Johnson stated that a written report was attached to the packet for that evening's meeting. Commissioner Wagner, seconded by Commissioner Eder, moved to approve the Arborist's Report. Carried 3 -0. B. Public Works Director: Public Works Director Ozzello reported that the ice rinks have been open and operating for quite a while. Ozzello reported he pulled sample data for rink usage and obtained temperature reports for 2007, 2008, and 2009 thus far. Commissioner Eder questioned whether the City has discussed playing music on the leisure rink. Ozzello reported that the speakers are subject to vandalism. Commissioner Wagner, seconded by Commissioner Hauble, moved to accept the Public Works Director's Report. Carried 3 -0. C. Other / Commission Liaison Reports: None V. Visitors /Public Comment: None VI Public Hearings: None VII. New Business: A. 2009 Park Proarammimz and Contracted Position: City Administrator Johnson stated the Parks Commission held a worksession with the Park and Reel Director frorn the City of Oakdale. Johnson stated that a discussion was held about having events in the City parks. He stated that in the event the Parks Commission was interested in doing that, he included a possible job description for a contracted person Page 3 of 32 Parrs Commission Minutes January 26, 2009 Page 2 of 3 in the packet for that evening's meeting. Commissioner Eder stated lie would be interested in how much time the City of Stillwater spends on park programming planning. Eder suggested staff come back to the next meeting with ideas. B. Vacancies: City Administrator Johnson reported that Pat Estes no longer resides in the City and Beth Nelson's term has concluded. Commissioner Eder, seconded by Commissioner I lauble, moved to request the City Council advertise for two vacancies and set interviews prior to the February 23, 2009 Parks Commission meeting. Carried 3 -0. C. Commissioner Appointments: City Administrator Johnson stated that the commission chairperson conducts the rneetings and the vice - chairperson assumes that responsibility in the absence ol'the chairperson. Commissioner Hauble, seconded by Commissioner Wagner, moved to nominate Commissioner Eder as chairperson. Carried 3 -0, Commissioner Wagner, seconded by Commissioner Eder, moved to nominate Commissioner Hauble as vice - chairperson. Carried 3 -0. VIII. Old Business: A. 2009 Meetin4 Dates and Council Representatives: City Administrator Johnson recommended that this item be tabled to the Text Parks Commission meeting. Commission Liaison McComber suggested a Commissioner be appointed as council representative for January since Pat Estes would have been. Commissioner klauble reported he would be available as council representative for the January 27 City Council meeting. B. Park and Trail Plan Update: City Planner Richards reported that the commission has been involved in a process of updating the Park and Trail plan which had not been updated since 1998. A proposed plan was provided to the commissioner members prior to that evening's meeting. Richards reported a Public Hearing should be held and the commission should consider holding a joint worksession with the City Council. Commission Liaison McComber stated that this item could be placed on the next City Council agenda to set a worksession date. Commissioner Hauble, seconded by Commissioner Wagner, moved to set a Public Hearing for February 23, 2009 Parks Commission meeting. Carried 3 -0. C. Playful Citv USA: Commissioner Liaison McComber reported that there are certain requirements that need to be met for City of Oak Park Heights to be designated as a Playful City. She stated that many of the requirements have been met. McComber stated that the previous commission was interested in this designation. City Administrator Johnson encouraged the commission members to look at the Playful City website, and inform staff if they are aware of community mernbers who are interested in serving on a Playful City committee. Widin, Ph.D. 2/17/09 Municipal Arborist In Jamiary, I attended staff meetings, diseLissed tree iSSlleS with staff [Ilelllbel's and prepared nlenlos and reports concenihig these issues. This month the winter priming of boulevard trees has largely been completed by `I'inlberline "Tree Service and I have checked the work that is already done. The pruning will be finished in early February. I also checked on removal of a boulevard tree by St. Croix Tree Service, and that has been completed. 1n January, I wrote a report to be submitted to the Parks Comulission at their sleeting Jan. 26 "'. 1 was speaking to the Carver County 1- I01 - tiCUltllral Society and could not attend the Parks Comm. meeting. This month I wrote and submitted several articles for the winter issue of the OPI I City Newsletter. I have scheduled the sprint; seminar for area residents. The seminar is entitled, "Healthy Trees For Our Landscapes" and will discuss tree selection, tree planting, common tree problems atld tree care. This program is provided iii cooperation with the St. Croix Savanna Chapter of Wild Ones, a group interested in native plants and their use in the landscape, alld the City of Stillwater. The seminar will be lield Thurs., April 16, 2009 at the Family Means Bldg. on Northwestern Ave. its Stillwater from 7:00 to 8:00, in conjunetion with the Wild Ones April meeting. Hopefully this will supplement concepts and ideas that you may Stove come up with. 1. St. Croix Valley Athletic Association I have enclosed a full listing of the opportunities provided by the SCVAA. See Enclosed. These include baseball (& T- Ball); football, basketball, soccer, softball and wrestling. These sports are offered to all families in School Dist 834. Please take a moment to review their offerings which includes what ages (typically starting at Kindergarten), seasons and locations. Some of these events are held at Brekke Park including soccer and baseball and T -ball. 2 Bayport and Lake Elmo Having spoken with both City Administrators', neither of these communities hold or offer additional park programming. 3. City of Stillwater The City of Stillwater does offers some programming at the Teddy Bear Park and Washington Square, during the summer, by bringing in a magician or other kids events a few times per week. This is funded and operated privately by Tom Armstrong who was the person who donated these facilities. They offer no other programming directly. St. Croix Events (a private entity) does operate Lumberjack Days; The Greater Stillwater Area Chamber of Commerce does have Tuesday night events in the summer and events such as Art in the Park. 4. Washington County Washington County does offer a variety of nature programming. (I have enclosed their winter schedule). Their summer schedule is a bit broader, but is similar in scope. They do not offer any organized sports -type events. Of course there is the Lake Elmo Beach which is typically open all summer long. 5. Stillwater School District - Community Ed. The Stillwater Area School District Community Ed. Department offers numerous classes for both children and adults. I believe that most area residents receive their catalog every 6- moths or so. As commissioner, I am very excited about the programs we are assembling and the improvements we plan to make. Let me quickly summarize: Program offerings: • Kindergarten and 1st grade basketball program is offered starting February 14, 2009 and runs for four weeks. Registration for K -i Is open and will close February 6, 2009. • Grades 2 & 3 will play once per week, alternating practices and games. The season will begin February 3rd, 2009 and conclude Aph:l 10th, 2009. See the Registration form for the day of week for each age group. • Grade 4 will play a longer season (until Feb. 1st), use paid referees, Have one practice and one game per week (Saturday mornings), and have a year -end tournament. Our goal is to improve the competitive level, so they are better prepared for Traveling/EMRt basketball in 5th grade. • Grades 5 & 6 can play in our hi -House league or the East Metro Rec League (EMRL"). The In -House league will play games on Friday evenings or Saturday mornings. The EMRL will play on Saturday mornings /afternoon. • Grades7 /6, 9/10 & 11 /12will be practicing 1 night a week and will split games between in -house and tournaments. " The EMRL league includes rec Teams from Maplewood. Oakdale, While Bear, etc., plays its games on weekends, has a longer season (Nov 15 ?March 1} and plays a more advanced level of compelifioa Ncle, The EMRL league lies nol finalized lheirsdiedvles, so the actual days and dales could change. Improvements: • The length of the season for 2nd ?6th grade in -House leagues is longer. • We will utilize paid referees in the 4th and 5th /6th In -house leagues. • We will have a year -end tournament for the 4th ?6th grades. • The INFO-LINE (439-9589) will be better attended. Although still manned by volunteers, our goal is to respond within 24 hours. • Improved Coaching. We will provide coaches with helpful web sites, books, videos and clinics. • The EMRL teams will play some home games at the Stillwater Armory. The Armory has made significant improvements to their facility. • ONLINE registration will be available on this web site beginning Sept. 15th. Save time and money!! • The SCVAA web site will be the focal point of all basketball information for the Stillwater area. we are working with the varsity high school coaches, traveling organizations, Junior High's and other organizations to put key dates, camps, events and other web links on our web site. Check back often!! One of our goals is to form community /school based teams. Many factors, including facility constraints, coaching volunteers and team capacities go into the team selection process. Accurate and timely registration information enables us to do a better job of forming these teams; therefore, we encourage you to register promptly. Athletic Asspciatioii (Softball has moved to it's new honte page at; www.scvaa.org /softball) SCVAA Baseballff -Ball Emphasizing Fun, Sportsmanship, and Skill Development The St Croix Valley AtWetic Associatlon (SCVAA) is a non - profit, fee - based, volunteer organization dedicated to the provision of youth athletic programs. The emphasis of the program is to develop individual and team skills, enhance self-esteem, and to have fun in a supervised environment. Teams are generally made up of children attending the same school, however, due to roster limitations this is not always possible and not guaranteed. O T -Ball (Kindergarten Boys and Girls) Coed and everyone plays every game. All boys and girls are combined in this age group. Recreational Baseball (Grades 1 -3) Non - umpired and everyone plays every game. i► Umpired Baseball (Grades 4 -9) Teams play other VAA Leams using one paid umpire. • High School Age Baseball (Grades 10 -12) Teams play a more competitive style using modified or full High School rules. Teams play other VAA and MAA teams. • Baseball, T -Ball and Softball will have games the weekend of June 6th and 7th at the Second Annual VAA Summer Celebration. Come out to Lake Elmo Park Reserve to ski the freshly groomed trails and hike a paved trail under the light of candies. Enjoy the warmth of a fire - heated Trailhead Ski Shelter where hot beverages will help overcome the outdoor chill. There will also be an outside bonfire that serves as a great place to gather before hitting the trail. A MN ski pass is required and can be purchased at the park for $5. All are welcome to this event! !Mature Program 'Tracking' Join a naturalist from Warner !Nature Center for a program on animal tracking. Much of the class will be outside exploring hoof prints, feathers, and fur so please dress appropriately for the weather conditions. Tracking is a great way to see what animals are active during times of cold temperatures, gusting winds, and snow. * �ct 6�r. 1 � Snowshoe Lessons (Cost $B /Person) Washington County Parks Division invites you to explore the winter wonders of Lake Elmo Regional Park Reserve. This program will help you kick -start your New Year's resolution, burn the extra calories from the holiday season, and teach you the basics of the ancient art of snowshoeing. Fred will address topics of winter clothing, equipment, first aid, and snow shelters. Plan for the weather with warm drinks and clothing for some of the program may be outside. iVYfs;l'1i REI's Peak Program [luring a PEAK presentation, REI employees teach about the environment, outdoor recreation, and the seven principles of Leave No Trace that help minimize human impacts while we enjoy the outdoors. REI makes learning fun using the PEAK Pack, a backpack filled with the essential gear for outdoor adventure, games, and activities that will spark discussion and imagination. Washington County Parks Ski Festival Come out to Lake Elmo Park Reserve for one of our favorite winter programs. The Ski Festival is put on by the Ride and Glide Ski Club, it is a great day to get out on the trails with your family and friends to ski. One hour lessons for all skill levels will be held at 11am and 12:30pm. Free Classic equipment provided by Joe's Ski Shop. You will need your own skate equipment. Recommended $10 donation towards lighted ski trails at Lake Elmo Park. The City Council could meet prior to their meeting (6:00 PM) on March 10 or prior to the Parks meeting (6:00 PM) on March 16. It was left to the Parks Commission to decide which date they would prefer. The Parks Commission should discuss the date for that meeting on February 23, 2009. City staff recommends that a public hearing on the Comprehensive Park and Trail System Plan be held at the March 16, 2009 meeting.
