Call to Order: Vice Chain Hauble called the meeting to order at 7:28 p.m. Present: Commissioner Niedzolkowski and Commissioner Viers; City Administrator Johnson, Interim Public Works Director Kegley, Arborist Widin, Park Programming Coordinator Zeuli, and Commission Liaison McComber. Absent: Chair Eder and Commissioner Krieger. 11. Approval of A�.enda: Commissioner Viers, seconded by Commissioner Niedzolkowski, moved to approve the Agenda. Carried 3 -0. III. Approve Parks Commission Minutes — Aup-ust 17, 2009: Commissioner Viers, seconded by Commissioner Niedzolkowski, moved to approve the Minutes. Carried 3 -0. IV. Department /Commission Liaison Reports: A. Arborist: Arborist Widin reported that the contract with St. Croix 'free Service for tree trimming and removal was completed in August, and the boulevard tree planting work was also completed in August. Widin also reported that the site preparation for the prairie restoration west of Swager Park was completed and seeding and planting were to take place the Following month. Widin reported that she has almost completed the Emerald Ash Borer Management Plan. She stated that the DNR has created a template plan, and she wants to make sure her plan Follows the DNR plan before she provides it to the City. Arborist Widin reported that she participated in the nature; walk which was one of the summer park programming activities. She stated that there were approximately 30 participants. Vice Chair I-Iauble, seconded by Commissioner Viers, moved to approve the Arborist's report. Carried 3 -0. B. Public Works Director: Interim Public Works Director Kegley reported the issues with the Swager tennis courts would be addressed that week. Kegley reported that the Brekke Disc Golf Course basket 48 was moved to not interfere with neighbors. He reported that he contacted Midwest fence for a quote to repair the broken fence near that basket. Kegley also reported that the asphalt trail at Valley View Park from the shelter to the playground was to be completed that week. Other / Commission Liaison Reports: Commission Liaison McComber reported that she would be attending the National League of Cities Conference and suggested the Park Commissioners inform her if there was anything they wanted her to look for at the vendor exhibit. Vice Chair Hauble, seconded by Commissioner Nied:zolkowski, moved to approve the Commission Liaison's Report. Carried 3 -0. D. Park Proara►nminsY Coordinator Report: Park Programming Coordinator Zeuli provided the Parks Commissioners with a summary of the last two summer park program activities. She reported that she received a lot of positive feedback from the nature walk, Zeuli stated that she received an idea for a butterfly event in early spring to have kids look for monarch eggs. She stated that the movie in the park also had a great turnout. Vice Chair Hauble thanked Park Programming Coordinator Zeuli for her hard work. Vice Chair Hauble, seconded by Commissioner Viers, moved to accept the Park Programming Coordinator's Report. Carried 3 -0. V. Visitors /Public Comment: None VI Public I-Iearius: None VII. New Business: A. Fence Replacement Estimate at Swaaer Park and Vallev View Park: City Administrator Johnson reported that fence replacement was estimated at $27.00 per square foot. He reported that they would look into it for the 2010 budget and get it into the Capital Improvement Plan. VIII. Old Business: A. Parks Walkthrouah Discussion: City Administrator Johnson suggested the Parks Commissioners prioritize the projects that were looked at during the walkthrough earlier that evening. Johnson stated that Interim Public Works Director Kegley could put together a list for the Commissioner's review at the next meeting. Commission Liaison McComber stated that other cities have organizations that help with projects in the park. She suggested the Parks Commissioners consider something like that in Oak Park Heights. Mtg. 10/19 Eric, Andy, Jenni - T will be out -of -gown Mon. 10/19, so will miss the Parks Comm. meeting that night. Following is my report for the meeting. Please include it in the Parks packet, along with my city report for Sept. 1 09, which will follow this one: `free Removal_ and Pruning: There is a short list for removal of diseased elm and oak, as well as two dying birch on the Osgood Ave. side of Br.ekke Park. I wi.l_l also be marking dead and risk trees in the Brekke pine plantation. This list will be sent to St. Croix 'free Service in mid-- October. Prairie Restorations: The prairie restoration and management co., Prairie Restorations, :Inc., w.i.:l.l be seeding and planting seedlings in the new prairie area west of Swager Park and Ol.dfield Ave. this month. I_ also met with one of their restoration ecologists at the prairie restoration in Valley View Park and he has recommended management activities at that site for the next three years. Prairies need some management each year to reduce the number of weeds and invasive species and improve the growth of native plants to keep the quality of the site high. Emerald Ash Borer (EAB) Management Plan: :l recently finished the count: of ash trees in the parks and completed the current EAB management plan for the city of Oak Park Heights. The plan will change somewhat as EAB becomes established in the area. As of mid- October, it had not been found in Washington County. Only high value ash, 10 -20 in. in diameter., in good condition, with little dieback or defects, which are important to a site in terms of shade or aesthetics, should be treated with an insecticide. At this Lime, insecticide treatments on ash are not recommended until next spring.
