Syndicate St. Paul, MN 55104 Dear Commissioner Wood; At the April 25, 1994 meeting of the Oak Park Heights City Council, Bayport resident Mr. Richard B. Murray, 585 N. 9th St., Bayport,MN appeared voicing a complaint in regards to noise emitting from the Dept. of Corrections Gun /Target Range located on Stagecoach Trl.N. (Co. Rd. 21) just west of the Minnesota Correctional Facility - Stillwater. As a result of Mr. Murray's concerns, I have been directed to make contact with yourself and to that some type of restrictions be .placed on the use of the target range. I would like to suggest that the use of this range might be limited to Dept. of Corrections employees and members of the Oak Park Heights Police Dept. I also firmly believe that if the Bayport and Stillwater Police Depts. were allowed use of,the range it would still be well within reason. Mr. Murray would obviously prefer a total shut down of the target range, of which I disagree, I can however, understand the frustrations of agencies not from our area coming in and using the range on a regular basis. These agencies include, but are not limited to; Oakdale P.D., Maplewood P.D., and Minneapolis P.D. (special team). Also, if an accurate yearly schedule could be kept on the.days the range is used could help us refute further complaints of "over use" of the range. I attempted to explain to Mr. Murray that the firearms training of Law Enforcement-and Corrections Officers, and the noise that goes along with it, are obviously an extremely important element of our training. Please respond and advise me of any suggestions, concerns, or comments that you might have concerning the MCF- Stillwater target range and what we might be able to do to keep using the range and at the same time appease our complainant.
