ig PARKS COMMISSION MEETING MINUTES
Monday, August 17, 2009 at City Hall
I. Call to Order: Chair Eder called the meeting to order at 6:30 p.rn. Present: Vice Chair
Hauble, Commissioner Krieger, and Commissioner Viers; City Administrator Johnson,
Interim Public Works Director Kegley, and Arborist Widin, and Park Program Coordinator
Zeuli. Absent: Commission Liaison McComber.
II. Approval of Agenda: Vice Chair Hauble, seconded by Commissioner Krieger, moved to
approve the Agenda. Carried 4 -0.
III. Adiourn to Worksession
A. Parks Commission Vacancy Interviews: Chair Eder, seconded by Commissioner
Krieger, moved to adjourn to the worksession. Carried 4 -0. A worksession was held
and two candidates were interviewed.
IV. Reconvene Remilar Meetintz: Vice Chair Flauble, seconded by Commissioner Krieger,
moved to reconvene the regular meeting. Carried 4 -0.
V. Approve Parks Commission Minutes -- July 20 2009: Vice Chair Hauble, seconded by
Commissioner Viers, moved to approve the Minutes. Carried 4 -0.
VI. Devartment /Commission Liaison Reports:
A. Arborist: Arborist Widin reported that tree removal and pruning was being done.
She reported that tree planting; was scheduled for August 25.
Arborist Widin reported she was close to completion of the Oak Park Heights
Lmerald Ash Borer Management Plan which includes some recommendations for the
City. Site reported that to her knowledge, the insect has not been located in
Washington County.
Widin reported there was a ceremonial tree planting at Party in the Park in Brekke
Park. She also reported that some preparation work had begun at the prairie
restoration west of Oldfield Avenue.
Commissioner Krieger, seconded by Commissioner Viers, moved to approve the
Arborist's report. Carried 4 -0.
B. Public Works Director: Interim Public Works Director Kegley reported that signs
have been ordered for the Swager Park tennis court, and for the trail located between
Oakgreen and Nova Scotia Avenues.
Kegley reported that he had not received an update from the contractor ol] the
unacceptable surface in the south west corner of the Swager Park tennis court. City

Administrator Johnson reported that the general contractor has been contacted
regarding the defect.
Kegley reported that the part -time park attendants will be going back to school after
August 28, so the department will no longer have their assistance. He reported there
may be a delay in opening the park shelters on weekdays. He stated that the last park
shelter reservation was September 19 so the shelters will be kept open until that date.
They would like to have the shelters closed and winterized by October 15 to prevent
freezing damage to the plumbing.
Kegley reported that the Valley View shelter sidewalk path to the blacktop path was
a priority for the Public Works Department. I-Ie stated they hoped to have a concrete
or bituminous path installed from the shelter to the existing bituminous path prior to
the first snowfall of the year.
Vice Chair I- lauble, seconded by Commissioner Viers, moved to approve the Public
Works Director's report. Carried 4 -0.
C. Other / Commission Liaison Revorts: Park Program Coordinator Zeuli provided a
report of activities that have been completed since the last Parks Commission
meeting. Zeuli reported that she prepared an evaluation form for parents. She
provided a summary of the responses to the Commission.
Zeuli reported that there were two more activities left on the calendar for the
summer: a nature walk and art activity on August 25 and a movie in the park on
August 27.
Chair Eder reported that he was very happy with the job that the Park Program
Coordinator has done and with the response to the activities.
Vice Chair Hauble, seconded by Commissioner Viers, moved to approve the Park
Program Coordinator's Report. Carried 4 -0.
VII. Visitors /Public Comment: None

IX. New Business:
A. Parks Commission Vacancy: Chair Eder reported that the Parks Commission
conducted interviews. Vice Chair Hauble, seconded by Commissioner Viers, moved
to recommend to the City Council the appointment of Denise Niedzolkowski.
Carried 4 -0. Chair Eder thanked the two candidates who applied for the position.

B. Schedule Tali Parks Walkthrough: City Administrator Johnson stated that the Parks
Commission could schedule the walkthrough for 5:30 p.m. or 6:00 p.m. on a regular
meeting night, complete the walkthrough on all parks, and hold the regular meeting
at the final park on the walkthrough list.
Chair Eder stated that it worked out nice for the Spring Walkthrough that city staff
provided a bullet -point list of known items. He suggested that city staff prepare the
same type of list for the Fall Walkthrough.
Chair Eder suggested the group begin the walkthrough at Cover Park, then move on
to Valley View Park, Swager Park, Brekke Park, and Autumn hills Park. The
meeting could then be held at Autumn Hills Park.
Chair Eder, seconded by Vice Chair I Iauble, moved that the September 21, 2009
meeting will begin at 6:00 p.m. at Cover Park spending 15 minutes at each park, and
holding the regular meeting at the conclusion of the walkthrough at Autumn Hills
Park. Carried 4 -0.
