Call to Order: Chair Eder called the meeting to order at 6:30 p.m. Present: Commissioners Krieger, Viers and Wagner; City Administrator Johnson, Public Works Director Ozzello, Arborist Widin and Commission Liaison Beaudet. Aunrove Parks Commission Minutes ---- March 16, 2009: Commissioner Viers, seconded by Commissioner Krieger, moved to approve the Minutes. Carried 3 -0. VI. Department /Commission Liaison RCnor1S: A. Arborist: Con7missioner Liaison Beaudet provided Tilled in for Arborist Widin who left the meeting early. IIe stated that if it stays dry, the young trees will need to be watered. Beaudet reported that it is Oak Wilt season and reminded residents not to prune any Oak trees in April, May and June. He reported it is safe] to prune the trees in the reinter. Chair 1:.der, seconded by Commissioner Krieger, moved to approve the Arborist Report, Carried 3 -0. B. Public Works Director: Public Works Director Ozzello reported that they will be advertising for summer park attendants and would like to have the parks open the weekend before Memorial Weekend. Ile also reported that street and trail sweeping is in progress and doggy pots have been placed along; trails. Ozzello thanked the Parks Commissioners for attending the Spring; Park Walkthrough and stated a prepared list of items discussed on the walkthrough will be prepared as a guideline. Commissioner Viers, seconded by Commissioner Krieger, moved to approve the Public Works Director's Report. Carried 3 -0, C. Vallev View Plav�_ Equipment Replacement RFB: Public Works Director Ozzello requested Parks Commission approval to go out for bids for some new equipment and removal of some of the older pieces of equipment. City Administrator Johnson reported that the bid was written that the total cost of the project may not exceed $40,000. Chair Eder, seconded by Commissioner Krieger, moved to recommend that the request for bids be forwarded to the City Council for review at their next meeting. Carried 3 -0. X. Old Business: A. Parks Pro,)rammin_ Contracted Position: Chair Eder reported that the Parks Commission interviewed some very qualified candidates in an earlier worksession. Ire stated the Con unanimously recommended Gina leuli be hired for the position. Chair Eder, seconded by Commissioner Krieger, moved to recommend to the City Council that Gina Zeuli be hired for the Parks Programming Contracted Position. Carried 3 -0. B. Vandalism/Safety Cameras for Parks and "Trails: City Administrator .Johnson reported that this item should be tabled to the next meeting so Commission Liaison McComber may be present for discussion. Chair 3ader requested that Public Works and the Police Department prepare a summary regarding vandalism that has occurred in the parks and provide it to the Parks Commissioners. City Adn Johnson reported a summary will be provided to the Parks Commissioners prior to the next meeting. C. The nature and i minber of parks along with the area covered by our parks and trails present some difficult scenarios for security of persons and facility's. Since that timc I have researched the concept mid possible products to assist us wiih this. •1 "he implementation of a security monitoring system would be a benefit to the city parrs system, 'I "he parks incur vandalism and unwanted afterhours activity. Law enforcement response and patrol is limited dice to the always increasing demands for our time ill many areas of the city. Some of the limitations for us include; limited man hour's for monitoring and maintenance of the equipment, limited technical ability of those man hours, large areas of parks and trails spread across the city. The product is in the attached literature, and is Q- Star'fechnology. I looked at their product and features as well as attempting to find other's of similar features. I was unable to fired other products designed with the features desirable for our needs that are provided by the Q -Stab product. Ili researching the products I came to some opinions as to case of use and practicality. The over she counter products, while being significantly less expensive, are limited in this application for use. 'They have been developed for photographing animals at relatively close range. The unit has wireless downloading of the images to Allow the unit to be placed for extended periods. The unit is designed for extended range imaging. The mounting brackets can be installed in various locations ahead of time. I have attached documentation of a salxlplc of over the counter designs and the specially designed equipment. I encourage you to review the material, visit the Q -Star web site, and others if you are able to find theln. If this is something you wish to look into further, or from the information provided wish to go ahead with a recommendation please let me know, The budgeting is not available from within the police department budget for purchase of these items. Any recommendation for purchase would have to include the budgeting source. If you decide this is something the city should invest in I would be happy to continue to work with the project. If you are seriously interested in the Q -Star or similar• device that you may find, I would recommend attempting to obtain a "loaner 1 delno" unit to further evaluate the equipment prior to purchase.
