Subject: HSI - Stillwater Project & Provision of OPH Utility Services

Tom and I have discussed the proposed agreement for provision of Oak Park Heights water and sewer service to the HSI
project within the City of Stillwater. Tom, please correct anything I may have miscommunicated after our conversation.
The information provided in the September 28th Oak Park Heights City Council packet is not sufficient to calculate the
fees noted in (5) on page 2 of the draft agreement for provision of OPH utility services to the Stillwater HSI project.

Plumbing Inspection Fee: —
Based on the drawing it appears that the closed line to service the new structure(s) would be at 64th St. Public Works
Director Ozello would like detail as to how they plan to service the facility in the sense of how it is being planned for line
layout and sizing.
Also, will the units be operating of of 1 meter for all six units or will each unit have their own metered service line? This
information is essential in figuruing the necessary inspections and related fees for the connection, the number and cost of
water meters needed, as well as if any extension of the existing line will be necessary.

These are based on the City Engineer and Council approved rates for 2004, assuming the work is to commence within
that time frame. I do not have 2005 estimates available to me.
At present these charges are based per acre and are as follows: Sanitary Sewer Connection: $2,815 per acre; Municipal
Water Connection: $4,900 per acre; and Storm Sewer Connection: $6,205 per acre (assuming Middle St. WMO).
Oak Park Heights Resolution 03-12-58 states that "as to computation of acreage as it affects each development or
connection related to the collection of these fees, all such computations shall be made thorugh the office of the city
Engineer with all such fees thereafter being collected through the office of the City Administrator." I would expect that
Dennis will need detailed information as well, in order to make the necessary calculations.

A construction plan is generally submitted to Metropolitan Council by the develdper/contractor for determination, which is
then provided to the local Building Official.
SAC Charge: —
Presuming the units to be 6 individual living units, I have calculated SAC charges at the rate of 1 per residential living unit
to be 6 units @ $1,350 (2004 rate) or $8,100. Should the permit and work commence in 2005 the rate increases to
$1,450 per unit (effective 01-01-05) and would be $8,700. A plan of the structures to be placed and their use would be
beneficial to determine the amount of SAC for the project.
If you would be so kind as to share this with whomever can provide details as to the plan and its composition, we will
work to gather the numbers for the document as quickly as possible.
