Dear Eric:
We have reviewed the concept development plans and stonn water calculations for the proposed
Home Free Apartments development on the west side of Panama Avenue N. across from 64 th
Street N., as submitted b Cen-nak Rhoades Architects, and have the followin
comments/recommendations for y our consideration:
Site La i
y out/Access Locati ons:
1. The proposed drivewa access location is in basicall the same locations as the existin
access and is acceptable as shown.
Grading & Draina Sewer:
2. The storm water calculations are acceptable as submitted.
3. Storm water runoff from the majorit of this development will be tributar to a proposed rain
g arden within the westerl boulevard of 64th Street North. In essence, this rain g arden will
function as a small storm water pondin area and rel on infiltration to handle the increase in
storm water runoff from the proposed development. Rain g ardens are desi to infiltrate
but also t incorporate a storm sewer collection s underneath to ensure storm
water runoff removal. In this case, there is no existin storm sewer in the area to connect to,
so the rain g arden is rel completel on infiltration. The Cit should be aware that if the
rain g arden infiltration fails to function as assumed, or is inundated durin ver lar storm
events, excess storm water runoff will overflow the rain g arden to Panama Avenue N. and
then northerl alon Panama Avenue N. and/or easterl down 64th Street N.
4. Additionall the proposed rain g arden location is within the public street ri of
Panama Avenue N. Storm water ponds servin private developments are t not
allowed within public ri Rain g ardens are sometimes allowed in public ri
wa if incorporated into existin ditch s in rural t street areas, which is not the case
here. As such, we recommend the rain g arden be moved westerl out of the Cit public
street ri unless the Cit will permit the rain g arden in its current proposed
location.

5. As noted in the Cit of Stillwater 's September 9, 2004 internal memorandum,, the location
and a detail of an overflow swale for the proposed rain g arden should be shown on the plans.
6. Silt fencin is shown on the demolition plan. We recommend the silt fence be extended
alon the entire easterl ed of the parcel. Additionall more detailed sediment and erosion
control items ( Includin g , but not limited to, the silt fencin a rock construction entrance,
storm sewer inlet protection and areas of seedin and/or soddin restoration).
7. The proposed catch basin in noted as includin a sump, but the detail indicates the sump be
filled with concrete to the outlet flow line. This defeats the purpose of the sump. We
recommend a 2' sump be incorporated into this catch basin to help with storm water runoff
sediment removal prior to enterin the rain g arden.
Sanitar Sewer:
S. The proposed 6" sanitar sewer service connection to the existin sanitar sewer manhole
shall be made via core drillin
9. A minimum 18" separation should be maintained where the proposed sanitar sewer service
will cross under the existin water main in Panama Avenue N.
Water Main:
10. The proposed 6" water service shall be connected to the existin water main in Panama
Avenue N. via wet tap. The Oak Park Hei Public Works Department should be notified
48 hours prior to this connection bein constructed.
Miscellaneous:
11. 64th Street N. and Panama Avenue N. shall be restored full-width where the sanitar sewer
and water service installations will be occurrin
12. Demolition and restoration will be takin place to the public street, curb, and boulevard
within the Panama Avenue N. and 64th Street N. ri for the new drivewa access
and sanitar sewer and water service connections. Based on these plans, we recommend the
Cit obtain a Letter Of Credit from the owner/developer for $13,125 ( $10,500 x 125%) to
cover the costs associated with these improvements and Cit inspection.
