PARKS COMMISSION MEETING MINUTES
Monday, May 19, 2008
1. Call to Order:
Commissioner Dougherty called the meeting to order at 6:30 p.m. Present: Commissioners
l.stes, Nelson and Wagner; City Administrator Johnson, Public Works Director O•rzello and
Arborist Widin. Absent: Commissioner %eul.i and Commission Liaison NIcComber.
11. Approval of Agenda: Commissioner Nelson, seconded by Commissioner P,stes, moved to
approve the Agenda. Carried 4 -0,
Ill. Approve Parks Commission Minutes —April 21. 2008: Commissioner Nelson, seconded by
Commissioner Estes, moved to approve the ]\Minutes. Carried 4--0.
IV, Department: /Commission Liaison Reports
A. Arborist:.Arborist Widin reported that on May 6 she held a seminar on landscaping
for wildlife sponsored by the Cities of Stillwater and Oak Parr l4eights. She
reported that the prai.ric at Valley View Park was burned in early May. She stated
that she will be monitoring the prairie restoration area during the summer. Widin
• reported that there will be a 'free City USA ceremonial tree planting; later in the year
on a date to be determined.
Commissioner Nelson, seconded by Commissioner Estes, moved to approve the
Arborist report. Carried 4 -0.
B. Public Works .Director: Public Works Director Ozzello reported that the City rehired
the two park attendants from last year, and they have a third park attendant
approved. Ile stated that they were supposed to have the park shelters open by now
but there were some plumbing issues at some of the park buildings. He stated that
they will all be open for Memorial Day weekend. Ozrello stated that the department
is at least three weeks behind usual in the parks because the frost stayed in the
ground so long this year.
Commissioner Nelson, seconded by Commissioner l;stes, moved to approve the
Public Works Director's Report. Carried 4 -0.

• A. Disc Golf Course Proposal — Review Possible Locations and Layouts: City

Johnson stated that City Intern ]:ric Raton prepared a memo and
drew layouts at both Swager Park and I3rekke Park. Johnson state(] that l aton's
recommendation is Brekke Park. Commissioner Nelson stated that she is concerned
about safety of the children running around or playing ball in the park. Johnson
stated that the layout prepared by Eaton is not exact. He stated that the layout is just
one alternative. He stated that Uaton has been working on obtaining sponsorship
funds, and they would like to have it installed by late summer. Commissioner
Dougherty suggested the Parks Commission do a walkthrough of the layout at the
park. Commissioner Nelson stated that she thinks Swager Park is the perfect
location for the park. Commissioner Dough was concerned that 5wager Park
was too narrow.
Commissioner Wagner, seconded by Comiissioner Dougherty, moved to
recommend to the City Council that the proposal move forward for a disc golf
coui-se at ]3rekke Park i£ funding car be raised. Carried 2 -1 -1, Commissioner: Nelson
opposed and Commissioner 11stes abstained.
Commissioner Dougherty, seconded by Commissioner ]::rtes, moved to amend
motion pending a walkthrough and reviewing where the disc golf course will lie.
Carried 3 -1, Commissioner Wagner opposed.
B. Discuss Location for 2008 Party in the Park: City .r�cln Johnson stated that
there will be significant construction going on at I3rekke Park this summer. He
suggested that Party in the Park be moved to Autumn Hills Park for the 2008 event
only. Commissioner Nelson stated that if the location works well this year, the
council could consider using ilututnn Hills Park in future years as well.
Commissioner .l?stes, seconded by C .oininissloner Nelson, moved to make the
recommendation that Autumn H ills Park be used as a secondary location for Party in
the Park. Carried 4 -0.
VIII. Old Business:
A. Demo of 5502 Osirood Avenue Home — Discuss Possibilitv of Allowing Use for Fire,
Trai : City Administrator Johnson stated that the asbestos and lead abateinent of
the Osgood home should be completed by June 12. Arbor-ist Widin stated that it is
her opinion that the trees are too close to the home to use it for fire training. She
stated she was also concerned about the pine plantation that is close by. Widin
stated it could pose a fire hazard if any embers lingered into the pine plantation. She
stated that the heat from the fire can also cause damage to trees.
Commissioner Nelson, seconded by Commissioner Estes, moved to not allow fire
training at the 5502 Osgood Avenue home due to the potential risks. Carried 4 -0.
B. 2008 Park and "frail Improvements: City Adininistrator Johnson stated that the City

Council awarded the ]-ark and trail improvement projects to the lowest bidder.
Johnson outlined items included in the base bid and the alternates. } stated that
the projects will be funded from the Budgeted Projects Fund.
City .Administrator )ohiison stated that the Osgood trail ending should be discussed.
I -le stated that the County indicated they would be wi.11iilg to fund a tunnel under
Osgood Avenue. He stated that considering that, the trail that comes out of Brekke
Park to Osgood Avenue should then bend down to the south.
Coinnnissioner Nelson, seconded by Conntnissioner 1 Estcs, moved to end the trail
where the current yard is and place some picnic tables there. She stated that then
when funding is available the trail could be finished out. Carried 4 -0.
(;. Set Continuation Date for Spring Parks Walkthrough: The Parks Commission
scheduled the Parks Commission Walkthrough continuation for Mondayjune 2,
2008, at 6:00 p.m. beginning at Valley \ 7 1ew Parr, City ,(\dmiiiistrator ) ohnson stated
that he will have City Intern Eaton stake out the possible disc golf course.

Park Walk through — SPRING 2008

Swager Park
• Rehab tennis Court — Bid and proceeding
• Add rain garden for stormwater — bid and proceeding
• New ped ramps at Oldfield crossing needed on trail — Bid and proceeding
• Grub roots and level area west of tennis court and plant — planned after crt
• Repair / replace failing fence sections and boards. This is a long term capital
intense proposal. Staff repaired one section last week of May, 2008. Staff will
continue to replace individual boards as calls come in.
• Replace Playground Equipment w/ new non - conductive materials. This is a
• capital project that must be planned and proposed by the commission.
• Additional trimming of brush, rooting, removal of debris and leveling to plant
south of trail to Oldfield. Planned for 2008 after major work complete.
• buckthorn /brush removal on existing trail to city hall and Oakgreen — long term
issue and work load issue. Will continue to address brush issues on various
trails as time is available. Have cut back crowded areas along trail and trimmed
some dense area to help open up the trail and provide better visibility. Additional
work planned for 2008.
• Paint backboard on basketball hoop. Completed initially last week of May, 2008.
Will have a second gloss white coat applied later in season.
Cover Park
• level rink area and replace any failed boards .
• Repaint boards for hockey rink and recoat bench.

Valley View Park
• Continue buckthorn removal and trail shoulder work. Some trimming has been
done along trail and along tree lines in park. Verify no damage from Xcel
easement work.

• Rake, till and replenish playground base (currently sand). Evaluate changes
from new slopes from shelter and trails. Consider adding additional board and

• Paint Hockey boards — replace where needed.

edges of park, Got slow start due to late spring. Working out details with VAA.
