PARKS COMMISSION MEETING MINUTES
Monday, April 21, 2008
I. Call to Order:
Commissioner Nelson called the meeting to order at 6:00 p.m. Present: Commissioners
Estes, Nelson and Wagner; City Administrator Johnson, Public Works Director Ozzello and
Arborist Widin. Absent: Commissioner Dougherty, Commissioner Zeuh and Commission
Liaison McComber.
II. Approval of Agenda: City Administrator Johnson requested that "Discuss Possible
Geocache Policy" be added under New Business. Commissioner Nelson, seconded by
Commissioner Wagner, moved to approve the Agenda with the addition. Carried 3 -0.
III. Approve Parks Commission Minutes — March 10.2008: Commissioner Wagner, seconded
by Commissioner Estes, moved to approve the Minutes as presented. Carried 3 -0.
IV. Denartment /Commission Liaison Reports
A. Arborist: Arborist Widin reported that the winter tree pruning of boulevard trees and
Valley View Park trees has been completed. She stated that a couple of trees that
were in the retaining wall area and three risk trees at Valley View Park were removed.
Widin reported that she has been receiving more resident calls now that the weather
is warmer. She also reported that there will be a contractor conducting a prairie burn
at Valley View Park for the restoration when the weather conditions are right.
Widin reminded the commission and Oak Park Heights residents that she will be
doing a Landscaping for Wildlife Seminar on Tuesday, May 6 at the Family Means
building from 7:00 p.m. to 8:00 p.m. She also stated that she and the mayor will be
attending the Tree City USA awards banquet on Thursday, April 24 at the Minnesota
Landscape Arboretum.
Commissioner Nelson questioned whether now is a good time for residents to do
pruning. Arborist Widin responded that it depends on the tree or shrub. She stated
that now is not a good time to trim or prune Oak trees because it could create
wounds that attract the insects that spread the oak wilt fungus. She stated that
people should not prune trees during the spring as leaves are coming on because it is
too disruptive. Commissioner Nelson, seconded by Commissioner Wagner, moved
to accept the Arborist's report. Carried 3 -0.
B. Public Works Director: Public Works Director Ozzello reported that they have
started advertising for summer park attendants. He stated that they are waiting for a
couple of warm days to pull out the winter matting to get it dried up and sanitized.
Ozzello stated that they are planning on opening the park shelters the weekend of
May 17th. He stated that they have been working with the city engineers on possible
upcoming projects. Ozzello stated that he included in the packet a few items for the
park walkthrough scheduled for Saturday, April 26.

Ozzello stated that he had a public works employee do a complete evaluation of the
trail system. He provided a packet of information to the commissioners. He stated
that the department is using the information as a guide for 2009 budgeting.
Commissioner Nelson, seconded by Commissioner Estes, moved to approve the
Public Works Director's Report. Carried 3 -0.

VII. New Business:
A. Disc Golf Course Prouosal — Initial Consideration: City Administrator Johnson
stated that the City hired an intern and that the intern, Eric Eaton, had an idea to put
a disc golf course in at one of the City's parks. Johnson stated that Mr. Eaton spoke
with several other communities that have disc golf courses and the results were
generally positive. Johnson stated that the cost estimate for equipment is
approximately $10,000.00. He reported that there are currently no funds in the
budget to do it. He also stated there would be approximately $4,000.00 per year in
maintenance costs. Johnson stated that there is a possibility of obtaining
sponsorship funds for the project.
Commissioner Wagner stated that he loved the idea. Commissioner Nelson
questioned how much space is needed for the course. City Administrator Johnson
stated that you can make the holes as challenging or as simple as you want. He
stated that he thinks there are two or three parks within the City that have ample
space.
Johnson requested that the commission decide whether it would be something they
would like to see in the City. He stated that there is always the possibility that the
course could become very popular and there would be erosion and trampled down
areas of the park. Public Works Director Ozzello stated that he was a little
concerned about vandalism.
Commissioner Nelson, seconded by Commissioner Wagner, moved to continue to
explore the disc golf course and get a recommendation from Eric on layout with
three potential sites: Swager Park, Brekke Park, and Valley View Park. Carried 3 -0.
B. Discuss Possible Geocache Policy: City Administrator Johnson stated that he
discovered that there were various geocaches in City parks. He explained that
geocaching is a game people play with GPS units where they locate caches and leave
something, take something, and /or sign their name. Johnson stated there currently

is not a policy, and it is best to have one. Johnson stated he reviewed policies from
other communities and drafted one for the commission's review. Commissioner
Wagner was concerned about the firearm provision of the City's Ordinance 601.
Commissioner Estes, seconded by Commissioner Nelson, moved to accept the
policy. Carried 2 -1, Commissioner Wager opposed.
VIII. Old Business:
A. Updates on Park and Trail Projects: City Administrator Johnson stated that there is
an issue with Washington County about the Osgood Avenue pedestrian crossing.
He stated that the City requested from Washington County permission to install the
pedestrian crossing. Johnson stated the City received a written response from the
County that they are not in favor of the crossing but they gave no reason why. He
stated that if the County continues to hold their position, the City will then likely
terminate the trail at a certain point and /or continue the trail south to a potential
tunnel or crossing to the entrance of Valley View Park. Commissioner Nelson
suggested that the trail terminate approximately 100 feet from the curb if the County
continues to hold their position.
City Administrator Johnson reported that the City has received a trail easement from
the Washington County HRA for the trail near Ramie Johnson Estates to the Xcel
Energy property. He reported that the City has applications into the Middle St.
Croix Watershed for storm water permits.

SUBJECT: Disc Golf Course Proposal - Park and Sponsorship Recommendations
In response to the decision made by the Parks Commission at the April 21 meeting, I
have continued on with the researching the proposed disc golf course project. At this
point, I have completed further investigation regarding park selection and sponsorship
accommodations. The results of my findings are as follows;
Park Selection:
After visiting each of the three parks and designing course outlines for each I have come
to some conclusions regarding which would work best;
➢ Valley View Park - Problems with proximity of Correctional Facility
- Large amounts of swamp and prairie land
- Undesirable location
- Adequate space, but most is unusable
➢ Swager Park - Too small, not enough space
- Interference with other park functions (trail, parking lot)
- 8 holes maximum (Avg. Distance - 160 ft)
➢ Brekke Park - * ** BEST CHOICE AVAILABLE
- Better park for safe multi -use
- Open land and woods are ideal for course make -up
- Parking lot is of adequate size for increased use
- 9 hole design works well (Avg. Distance - 240 ft)
I have drawn up tentative course designs for Swager and Brekke Parks, which help
show the feasibility of each. (SEE ATTACHED) This diagram shows the basic make -up
of each hole from start (tee -pad) to finish (target).

Sponsorship Information:
I sent a letter requesting possible sponsorship to 36 local businesses within the City of
Oak Park Heights. (ALSO ATTACHED) This letter was sent May 7, and I have since
heard back from two businesses interested in sponsoring. The first is Jerry's Autobody
who is interested in sponsoring a hole, a donation of $500. The second is the Wal -Mart
Superstore, which is very excited about the idea and willing to give $1000. 1 plan to
keep working on acquiring adequate sponsorship for the course, I am hoping to raise
$5000 to reduce the cost to the City. It may be a good idea to reach out to some of the
businesses in Stillwater, since a majority of the users will most likely be Stillwater
residents and high school students they may have a vested interest. Because of this
fact we can hopefully get Target to participate as well as some other area businesses.
Other Considerations:
In moving on with this process it may also be time to involve the high school in some
way either with flyers, an announcement or any other way to get them excited about this
project. It may also be time to post some type of information regarding involvement or
sponsorship on the City's website, newsletter or the local public access channel. A
mailing to neighborhood residents could be a good way to get the word out and maybe
even get more donations. A sign could be made to recognize individual donations. Any
other suggestions would be greatly appreciated.
Recommendation:
At this time, based on the above information and after further investigation I would
recommend a nine -hole course to be considered for Brekke Park. Based on the park's
capability in regard to public access, safety, security and finally the ability to make the
course challenging. I believe that installing a disc golf course at Brekke Park would
provide for a good designed course worthy of the prestige that would attract disc golfers
from surrounding areas, but also small enough to maintain and control.

The City of Oak Park Heights is considering the possibility of installing a new disc golf course
and would like to provide area businesses with an opportunity for advertising at the City's new
disc golf course. At this time no formal commitment is necessary as we are currently still in the
draft/design portion of the project though the Parks Commission has approved the initial
consideration. There will be approximately 9 holes available for sponsorship, which consists of
a $500.00 donation that would place your business name or organization prominently on the tee
box at the beginning of each `hole' (see picture). The donated portion will cover half the cost of
the initial investment on a per `hole' basis; the City will sponsor the other half. Other donations
are welcome and the City has tentative plans of recognizing more sponsors on an entrance sign
or donated park benches.
It is estimated that The City of Oak Park Heights as well as your business could benefit from the
installation of a Disc Golf Course to be located in one of the area's parks. The course will attract
users not only from city of Oak Park Heights, but also the Stillwater area and school district
providing increased potential for sponsors. Geographically, for this area the projected use of the
course is approximated at over 200 users per week. Disc Golf is a very popular sport that is
affordable and easy to learn and thus provides recreation and exercise for people of all ages.
Involvement from the community is a main factor in M -W,

Tee signs are placed at the beginning of each hole adjacent to the tee pad, much like
regular golf
Sponsors will acquire the right half of the tee sign to be used for advertising, an area of 8
x 11 inches.
The signs are damage resistant and should last for many years.
The City will install and maintain tee signs.
For the sponsor this one time donation will provide "lifetime" advertising.

Parks Commission.
1. A tabulation of the projects that were bid and subsequently awarded -
totaiing $365,749. (NO ACTION IS NEEDED, just update)
2. A discussion demonstrating the where the City Council will be funding these
projects, (budgeted projects fund) This included the uses of funds that have
been carried over for some time. (NO ACTION IS NEEDED, just update)
3. A Map showing the eastern section of the trail from Brekke to the Osgood Ave
area. The City Council would like the Parks Commission to again comment on
a termination point and other possible connections, such as via a tunnel,
because the County did not approve a direct connection. We will also touch
on the plans for the home.

Eric,
I reviewed the tape yesterday to ensure accuracy of my notes. The following are the actions taken on the Park and
Trail Improvements agenda item:
Motion to make all improvements in base plus alternates 2, 3, 4A, and 4B. Carried 5 -0.
Motion to amend to delete alternate 2. Carried 5 -0.
Motion that all funds, including engineering fees, come from budgeted projects fund. Carried 5 -0.
Motion to amend to have trail on Osgood property stop 10 feet from property line with a turn around.
Motion withdrawn.
Motion to amend to recommend that Parks Commission review where trail should end away from the
county road, and make a recommendation to the City Council. Carried 5 -0.
Motion to authorize that City Administrator to start process to have tunnel placed on county CIP, and
include that City is requesting the county pay half since they have the City's municipal aid funds and
that the City would be willing to construct the tunnel with the tunnel being a 10'x10' culvert on the
right-of-way depending on how the sections of the tunnel fit together, and indicate that the City has
their half of their funds ready to go so the City would like to do this sooner rather than later, and that
other trail connections north and south on Osgood should be included in CIP. Carried 5 -0.
