ARTICLE 3 — MEMBERSHIP A. Voting Members. The Park Commission shall consist of five citizen members who are eligible voters residing within the Oak Park Heights City limits and who are appointed by the City Council. There shall be a City Council person designated by the Mayor, with the consent of the City Council, to be a liaison to the Park • Commission. The Mayor, with the consent of the City Council may also appoint non- voting, ex- officio members to represent other groups or organizations from the community. C. Terms. ARTICLE 7 — PUBLIC HEARING PROCEDURE A. Time. The time of each public hearing shall be stated on the agenda, and no hearing may begin before this time. Call to Order: Chair Zeuli called the ineeting to order at 6:07 p.m. Present: Commissioners Dougherty, Estes, Nelson and Wagner; Cite Administrator Johnson, Public Works Director Ozzello, Arborist Widin and Commission Liaison McComber. Absent: None. ]I. .Approval of Agenda: Commissioner Dougherty, seconded by Commissioner Nelson, moved to approve the Agenda with a change to the next meeting date from March 17 to March 10. Carried 5 — 0. Ill. Approve Parks Commission Minutes — F'ebruary 25. 2008: Chair Zeuli, seconded by Commissioner Dougherty, moved to approve the Minutes as presented. Carried 5 — 0. IV. Presentation by Alex Bild,caux of Bildeaux Services Regarding Proposed 'Thinning Operation. Pine Plantation at 5502 Osgood Avenue: Logger Alex Bildeaux reported that the Pines are overdue by about 18 years for thinning. He stated that they should be done at 20 T years and then et ei} fi t eight years thereafter. He stated that the City needs to determine the trail and parking lot and determine the fate of the house and the fence. He reported that trees that arc 40 to 45 years old should have 12 to 15 foot spacing and then • buckthorn should be removed at an appropriate time such as when the trail is built. He reported that it will take one to two weeks to thin and another week for buckthorn removal. Bildeaux stated that only 20 to 25 percent of the area needs thinning, depending on placement of the trail. An eight foot trail is needed to get the skid loader in. He reported that the thinning should take place when the ground is frozen to avoid ruts. He stated he will send the pine to 1 Claire or Bemidji or to a pine furniture maker. Bildeaux stated that the pine would only be worth $2K — $3K since demand for pine is way down. V. Department /Commission Liaison Reports 1. City Hall Citizen's Advisory Committee: Chair Zeuli, seconded by Commissioner • Page 11 of 14 Parks Commissighbre 2 February 25, 2008 Page 2 of 3 • Dougherty, moved that Gina %euli will attend the next City Hall Citizen's Advisory Committee meeting. Carried 5 — 0. 2. Review of Parks Commission Bylaws: Conunission members reviewed the bylaws as presented in the packet. Commissioner Nelson suggested that term endings should be staggered rather than having all or most of the members' terms expire at the same time. Chair 7euli stated that the absenteeism clause of the bylaws is a good idea but that it has not been enforced in the past. Commissioner Nelson, seconded by Chair Zeuli, moved to change the calendar year to January to December starting in December going through November. Carried 5 — 0. Commissioner Nelson recommended that term limits be removed but that after three consecutive re- appointments the City should advertise in a local paper for positions on the board. City Administrator Johnson stated that staff can draft some language for the bylaws to be reviewed at the annual meeting of the Parks Commission in March. Johnson stated that another issue to discuss is commissioner attendance at City Council meetings. Commission Liaison McComber suggested that a Parks Commissioner be available to attend a City Council meeting when there is an item on the council agenda that relates to the parks. Chair %euli stated that maybe they would want to recommend to council that a park commissioner would attend just the second meeting of the month, or just the • first, or to attend when there is an item on the agenda that relates to parks. 3. Schedule Parks Commission Annual Mecting; Chair Leuh, seconded by Commissioner Nelson, moved to schedule the Annual Meeting for March 10, 2008 at 6:00 p.in. prior to the regular scheduled meeting. 4. Schedule Sprint/ Park Walkthrough: Commissioner Nelson suggested a tentative date of Saturday, April 26 from 9 a.m. to noon. A formal motion to schedule the walkthrough will take place at the next Parks Commission meeting. I1. Old Business: 1. Pine Plantation at 5502 Osgood Avenue Property — Make Recommendation: Arborist Widin suggested that the commission send out requests for proposals this summer. She suggested they decide if the RFPs will be for logging companies, alternatives, a logger that does utilization, a tree service thinning, and /or another option for work that could be done in there. City Administrator Johnson stated that the council will schedule a joint worksession in the near future to discuss the property. 2. Discussion of 2008 Park and'I'rail Projects: City Administrator Johnson reviewed the projects that the City Council approved to move forward for design and bidding. He explained that the council has only approved to design and bid the projects. They will likely not have enough money for all of the projects and will then decide which Projects to move forward with. Commissioner Dougherty suggested that if the council move forward with redoing the tennis courts that they consider moving; the courts over so they are more visible to the street. David Beaudet of 6400 Lookout'Trail came forward and explained that the reason the City Council did not desire to move forward with the playground equipment at Swager Park is because there isn't a manufacturer that can install equipment that isn't electrically charged. He stated that all other items on the barks Commission list were provided to the engineer for design and specifications except the skateboard park. He stated that if the hockey rink at Brekke Park is concreted or if another surface is installed, there would be a place for skateboarders. Beaudet also suggested that if the Parks Commission was recommending that the tennis courts be moved to the west, they could fence in the current area and use it as a dog park. 3. 2008 Prairie Restoration at Valley View Park — Make Recommendation: Arborist Widin stated that she met with Prairie Restorations, Inc. regarding management activities at • ValIey View Park. She stated that she received a proposal and she recommended that the proposal be accepted. Commissioner Nelson, seconded by Commissioner Wagner, moved that the City move forward with the prairie restoration at Valley View Park as proposed. Carried 5 -0. X. Informational: 1.
