March 29, 2001 To: Mayor and council Tom Melena Cc: Dennis Postler Judy Holst Scott Richards Jim Butler From: Iris Danielson, community Development Director Rep Jacob 2nd Addition Easement Revisions to Plat The original Preliminary and Final Plat for Jacob's Addition was reviewed by our city Planner and city Engineer and received approval for the Mayor's and city Administrator's signatures. Please be advised that based upon recent comments from Brown's creek Watershed District, the City Engineer has advised that the Preliminary and Final Plat for Jacob 2nd Addition must be revised. I have discussed this matter with the city Attorney who has advised me that this matter does not need to reappear before the City council as the conditions of approval include Engineering review. The original hard - shells were signed earlier this week by the Mayor and city Administrator and are being held in my office and will not be released to the applicant. Revised hard-shells will be submitted to the city for final review by Planning and Engineering and for signatures. Please contact me with any questions you may have. Enclosures TREE CITY U.S.A. Box 2007 Oak Park / hts, MN 55082 Re: Jacob 2 " Addition — Pony Express Auto wash Easement Revisions to Plat Our Pile No. 55 -01 -000 ' Dear Kris: As we discussed earlier today, based on rec comments from Frown's Creek watershed District relative to expanding the exisfing storm water pond an from my review of the latest grading plans on file, several rMsiOns regarding Drainage & Utility Easements should be revised on the =rent Plat. The enclosed t. sketch shows the recommended r'e'visions, which are described below: The large Drainage Easement encbEglassing the existing storm water pond should include that 60` portion of former MnDOT property that "projects into" this area. 'This will accommodate expanding the existing pond per BCwD's comments I r eceived a faxed copy of Emmons & Olivier Resources March 26, ?00 memo outlining recommendations to the BCwD minutes ago from Ms. Jean Schuldt of Dennis Hecker's office. There are a number of issues in this letter we have concems with, and need a few days to review those issues, However, making the above.-noted revisions to the flat at this time will allow the developer to close on their property. The current plat shows a 10' Drainage and Utility Easement along the west and northwest portion of the site (within the area purchased from MnDOT). However, the drainage . ditch proposed by the Pony Ex press Auto wash is approximately 20' i P n this area. As such, we reconunend this Drainage and Utility Easement be revrised to 20: wide. Kris Danielson Subject: Jacob 2nd Addition Prelirninay and Final Plat Kris In preparation of the final approvals by the City Council of the Jacob 2nd Plat, Public Works Director Jay Johnson, City Engineer Dennis Postler and I met after a Wednesday staff meeting on January 17, 2001 to discuss the plat in detail including lot lines and easements before making a staff recommendation. The plat as submitted to the Council was correct and reflects what staff had recommended, what was recommended by the Planning Commission and what was ultimately approved by the City Council.
