CITY COUNCIL MEETING MINUTES
I. Call to Order/Pled of Allp, ance
The meetin was called to order at 3:.00 p.m. b Ma Beaudet. Present:
Councilmembers Abrahamson, Doerr (until 8.1 o p.m.), McComber and Swenson.
Staff present: Actin Administrator Holst, Cit Attorne Vierlin Police Chief
Swanson and Cit Planner Richards. Absent: Councilmernber Doerr at 8 :10.
Stillwater Ford/Conversion Van Center CUP and Sit Plan Review
Cit Planner Richards noted the distribution of additional information related to
this re Bill Rambo of Denn Hecker Automotive Group reported on the
parkin plan durin and after construction of the van center. Discussion was held
concernin the parkin re for emplo and new vehicles at Stillwater
Ford and the van center location.
Ma Beaudet, seconded b Councihnember McCo"mber, moved to direct Cit
Planner Richards to amend condition #2 to allow up to 75 vehicles to be stored
outdoors. Carried 5 — 0.
Councilmember Swenson,, seconded b Abrahamson, moved to adopt the
Resolution approvin the Conditional Use Permit to allow van and track sales and
and displa as amened. Roll call vote taken. Carried 5 — 0.
Public Hearin . on a Proposal for the Issuance of Bonds to Finance an Elderly
Housin Develppment
Actin Administrator Holst read the Notice of Public Hearin Mar Ippel of
Bri and Mor reviewed the re for a $19,985,000 multifamil housin
revenue note of 2002 for the Boutwell's Landin McKean S project. Ms.
Ippel reported that Ba has a to issue $10,000,000 under its tax exempt
bank q ualified status and the balance would be under Oak Park Hei tax
exempt bank q ualified status.
Dan Lindh of Senior Housin Partners commented on his letter containin
calculations on the effect of tax exempt status on the cost of housin in.
Boutwell's Landin Mr. Lindh also reported that about half of the residents of
Boutwell's Landin are from the St. Croix Valle another 20 — 25% have famil
ties here and another 25 — 30% have relationships here, such as bein former
residents of the St. Croix Valley.
