Box 2007 Oak Park Hei MN 55082-2007 Re: The Shoppes of Oak Park Hei (Kohl's Development) Revised General Plan Review BRA File No. 55-03-000 Dear Eric: We have reviewed the revised g eneral development plans for the proposed Kohl's Retail Development as submitted b Westwood Professional Services, Inc. and have the followin comments/recommendations for y our consideration (previous comments still applicable are shown in italics): 1. The Menard's Pond proposed storm sewer outlet structure re more detail and should include a skimmer structure at the new 12 Y) outlet. We will provide skimmer structure details to Westwood to incorporate into their plans. 2. Storm water runofffrom this development is proposed to be collected to an on-site pond and dischar to the existin storm sewer in Krue Lane. We re storm water runoff calculations (proposed flow, to verif sizin of proposed' internal storm sewers and whether the existin storm sewer in Krue Lane can accommodate the additional area from the e)T qifo 3. A MnDOT Permit is re q uired prior to the developer doin an g radin g or storm sewer installation within MnDOT ri (60th Street N. southerl ditch). Westwood has applied for a permit from MnDOT but has not y et received it as of this Wednesda utilit preconstruction meetin 4. We recommend insulation be provided bel-ween all Water main and lar storm sewer crossin to alleviate potential freeze up conditions. This was discussed in Wednesda utilit preconstruction meetin and will be addressed b the utilit contractor. 5. The Cit will be constructin sidewalks adjacent to this development on the east side of Krue Lane and on the west side of Norell Avenue N. A 15' trail casement exists on the west side of this propert adjacent to Krue 1,ane. It -is anticipated that a 6' wide concrete sidewalk will be constructed centered on the existin pi-opert line. As such, no bermin or tree plantin should interfere with this proposed sidewalk location. Additionall the proposed storm water pond berm in the northwest corner of the site shall allow for the future sidewalk location. 2335 West Hi 36 ■ St. Paul, MN 55113 ■ 651-636-4600 ■ Fax: 651-636-1311 6 A retainin wall up to 14' in hei is proposed in the vicinit of the northwest corner of the water tower easement. Detailed structural calculations shall be submitted to the Cit for review and approval prior to construction. Retainin walls are also proposed around the Xcel transmission towers. Plans and calculations for these walls shall be submitted to the Cit and to Xcel Ener Corp. for review and approval prior to construction. All other previous issues have been addressed, and we recommend approval of the plans contin upon the items noted above.
