Jim: Attached please find our comments pertaining to the retaining wail shop drawings /calculations for the Kohl's site. This relates to the wall in the southeast portion of the site around the water tower. Comments 1 & 2 are items requiring submittal for record. Comment 3. is a precautionary item. Comment 4. is the only action item we are recommending, and this can be either a railing or a fence -r- Kohl's can decide based on aesthetics. Please forward these comments on to the contractor (Matt Knutson at Amcon). It is my understanding that Matt has already verbally discussed these items with Gary Morien of our structural department. Matt also indicated to me that they will begin excavation for the wall on Monday (1111 0103). Sonesfroo v Rosene Anderlik & Associates Engineers & Architects To: Dennis Postler From: Gary Morien Date: 11/05/03 Re: Modular Segemental Retaining wall Plan Review - Retail Site, oak Park Heights Dennis, At your request I reviewed the modular segmental retaining wall plans for Shoppes of oak Park Heights. A versa -Lok Retaining wall System is proposed. Review comments are: 1. Engineering plans were performed in accordance with industry standards. The engineer prepared plans, certified them, and is licensed to practice in the State of Minnesota. Calculations were not included in the submittal. Developer should submit calculations to the City Engineer as a matter of record. 2. The engineer of record bases the design on assumed soil material values. No geotechnical investigation or report was provided for the project. Developer should submit documentation to the City Engineer verifing site conditions and materials used match design values as a matter of record. 3. Bonestroo records indicate the proposed retaining wall is at least 90 -ft from the center of the water tower. Bottom of water tower footing elevation is approx. 946.0 and the outside diameter of the foundation is 43-ft. It appears the proposed construction will not interfere with the tower foundation. Even so, the Developer should verify existing conditions and take precautions to keep heavy equipment and excavations outside the tower foundation and bearing area. 4. The area behind the wall is readily accessable, and the vertical drop is significant. We recommend a safety barrier (fence) be placed along the top of the wall, extending the entire length.
