The City of Oak Park Heights is in receipt of your application submitted on January 11, 3 2005 seeking consideration by the City of your request. with this letter, we are notifyin you that your application will be deemed complete with the receipt of the following tems 9 by January 25, 2005. If the materials are not submitted by that date, the application will be deemed incomplete and will be rejected by the City. A plan that addresses truck access to the site with turning movements for the intersections at 58 Street/55" street and Memorial Avenue North. 2. A traffic impact analysis. 3. Flans that address the required storrnwater ponding in the southwest corner of the site. This pond was identified in the stormwater plans for the site developed p by Bonestroo, Dosene, Anderlik Inc., the City Engineer. 4. Devised plans that add green space to the 20 percent requirement within the Bp-3, Highway Business and warehousing [district. It is unlikely that the Planning Commission will support or the City Council allow a deviation from this requirement. 5. Percentages of glass area, precast area, and EIFS and any other ro osed p p building material for the front fagade. 8. Lighting plans that show all fixture locations and fixture styles that will be utilized on the building and parking lot. Mr. Scott McGee Page Two 7. A perspective diagram with landscaping showing the building from Highway 5. 3. A materials board will be required at the February I oth Planning Commission meeting. Staff reviewed the application materials at a meeting on January 19, 2005. There were concerns with the intersections of 58 Streets and Memorial Avenue North considering turning movements and adequacy of these roadways to handle the additional truck traffic. A traffic analysis will be required. Staff also discussed Morning Dove Avenue and determined that the City will recommend vacation of that roadway but retain access and utility easements. There were also concerns expressed with the amount of mechanical equipment that would be visible from at least two of the building elevations. we would invite you and representatives of Lowe's to a staff meeting on January 20, 2005 at 10:30 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at their meeting scheduled for February 10, 2005 at 7:00 PM in the City Hall Council Chambers. Pursuant to Minnesota Statutes 15.99, Subd. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 00 day period (for a total of 120 days from the date of application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
