The application consists of a request for site plan and Design Guidelines review as well as a variance to allow a third building wall sign. With this letter, we are notifying you that your application will be deemed complete with the receipt of the following items by September 25, 2008. If the materials are not submitted by that date, the application will be deemed incomplete and returned to you. 1. The site plan should be revised so that the parking areas are at least 10 feet from all driveway curb lines. 2. The application should clarify the uses of the lower level and if the entire area of the foundation could eventually be used for office space or other uses. 3. The lighting plan should be clarified to indicate that all lighting fixtures shall be less than 25 feet in height from the ground level to the top of fixture. Additionally, all light fixtures installed within the drive-through canopy shall be flush mounted. 4 The monument sign plan shall be clarified to indicate how the sign shall be lit. 5. A legal description of the trail along 60 Street North shall be provided to the City. 6. The utility plan shall be corrected to reflect the existing infrastructure in the area. A perspective drawing shall be provided to show the elevation differences between the grade and final building heights of Jerry's Auto Body to the west and the proposed M & 1 Bank building. The plan should also indicate any impacts on the site lines for the existing Jerry's sign. 8. A building materials sample board shall be provided for the Planning Commission and City Council meetings. Staff reviewed the application materials at a meeting on September 17, 2008. We would invite you and your representatives to a staff meeting on Thursday, September 25, 2008 at 10:15 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at their meeting scheduled for October 9, 2008 at 7:00 PM in the City Hall Council Chambers. Pursuant to Minnesota Statutes 15.99, Subd. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 60 day period (for a total of 120 days from the date of application) inasmuch as the City has determined that additional research and study by City staff relative to the complexity of the project as proposed will be required.
