Call to Order: Chair Ieull called the ineeting to Order at 6:30 p.m. Present: Commissioners Dougherty, Nelson and Lstes; City .ildministrator Johnson, Public Works Director (.)zzcllo, Arborist Widin and Commission liaison McCoinber. Absent: Commissioner Wagner. II. Approval of Agenda: Chair %euli added "Recommendations for 5502 Osgood Avenue Property" as New Business Item A. Comnvssioner Nelson, seconded by Commissioner I?stes, moved to approve the Agenda. Carried 4 -- 0. III. .Approve Parks Commission Minutes — October 15.2007: Chair %euli, seconded by Commissioner Nelson, moved to approve the Minutes as presented. Carried 4 — 0. 1V. Department /Commission Liaison Rcports 1. Arborist: Arborist Widin reported that some of the spruce trees have tipped at Autumn Hills Park. She stated that the tipping was due to gravelly soil and rain. She reported that the trees have been staked. Widin also stated that Boutwells will be moving more deciduous trees at Autumn hills Park. Widin reported that there has been some pruning of the trees around the streetlights in the village area of Oak Park Heights. Widin reported that she has received a list of boulevard trees that need winter pruning. Councilmember McCoinber stated that the Conservation District has several trees ,available. Arborist Widin stated that the trees are seedlings and that the problem with seedlings is that the) often get mowed over and have a higher mortality rate than larger trees. Public Works Director Ozzello reported that the parks have pretty good ground cover and that he sees no need to plant seedlings. Chair %euli, seconded by Commissioner Estes, moved to accept Arborist Widin's report. Carried 4 -- 0. 2. Public Works Director: Public Works Director Ozzello reported that the City is auctioning off picnic tables. He stated that there are about sixteen picnic tables and that they are numbered. He reported that the bidding closes on December 14, 2007. Ozzello also reported that there is a problem with the lights at Swager Park. He stated that they are working with the developer to evaluate the lights. Ozzello also reported that all of the new park signs have been installed. Commissioner Nelson, seconded by Commissioner Estes, moved to accept Public Page 3 of 10 Parks Commission Minutes November 27, 2007 Page 2 of 3 Works Director Ozzello's report. Carried 4 — 0. 3. Other / Commission Liaison Reports: Commissioner Liaison McComber provided the Parks Commissioners with handouts on play equipment and a skateboard park that she picked up at the National L,cague of Cities Conference in New Orleans. She requested that the Parks Commissioners review the handouts and make a i:ecommendatioin to the City Council. V. Visitors /Public Comment: None VI. New Business: 1. Recommendations for 5502 Osgood Avenue Property: (:hair Zculi stated that the Parks Commission and the City ouncil held a joint worksession regarding > the prop prior t} 1 €� b 1 to the Parks Commission meeting. She stated that one option was to sell the house. Commissioner Nelson stated that another option would be to tear the house down or move it and lnnaybe install a p ark ing lot and some f ire Pings. Mark Swenson of 14846 Upper 55 Street stated that he felt Valley View Park is underutilized. He felt a connection at 55tl' Street would be the best location for a new trail and would help bring people to the park. Cornnpissioner Nelson, seconded by Commissioner Dougherty, moved to recommend to council that trails be installed in two phases: the first phase meanders through property and ends on the north side of the property parallel to 55 °i Street and the second phase connects to Valley View Park entrance by way of tunnel under Osgood Avenue when money is available to do so. Carried 4 — 0. Commissioner Dougherty, seconded by Commissioner Nelson, moved to recommend that council implement Arborist Widin's recommendations for completion of a tree inventory, tree thinning and pruning, and buckthorn removal, and to investigate harvesting and selling or donating the trees. Carried 4 — 0. Chair Zeuli, seconded by Commissioner Nelson, moved to recommend that the City keep the properly but sell just the hone or remove the home from the property. Carried 4 -0. VII. Old Business: I . Park Livhtinit: Public Works Director Ozzello provided the Parks Commissioners with a proposal from Greeder /Mondor Electric. He stated that it would cost approximately $2 ,5 00.00 for material and installation of lights at the four facilities: Cover Park, Autumn Hills Park, Brekke Park, and Valley View Park. Chair Zeuli, seconded by Commissioner Lstes, moved to recommend to council that Page 4 of 10 Parks Commission Minutes November 27, 2007 Page 3 of 3 $2,500.00 be put in the 2008 budget for park lighting. Page 8 of 10 • • I ENCLOSURE To: OPH Parks Commission From: Kathy Widin, Arborist Ile: Pine Plantation Thinning 5502 Osgood (Update) 12/13/07 1 met with Barb Spears ( commodities /management forester) and Alex Bildeaux (logger) at the 5502 Osgood property on Mon. 12/10. We walked through the site and Mr. Bildeaux said that probably 30% of the plantation should be thinned to improve the site for park, tree and wildlife purposes. Thinning would remove risk trees, improve the health and stability of remaining pines, allow for pine seedling growth, open planting sites to increase tree and shrub diversity, as well as decrease the fire risk. He would remove dead /dying pine, some boxelder and elm, and suppressed and crowded pine. He would also selectively remove healthy pine to be used for furniture, lumber and pulp. These trees would be removed from locations which would encourage better growth of surrounding pine. As part of the thinning process he would remove some downed trees which are leaning or poorly supported. He would also remove buckthorn and elderberry from the area of the plantation, to allow some pine regeneration and planting of native tree and shrub species in openings. A general corridor for the main trail through the plantation would need to be chosen so the trail corridor could be cleared as part of the thinning process. He and I would work together to mark trees for removal, both before he starts, and as they are working, to get the best results. 1 will do a general inventory of trees on the site before the thinning, and then a final, more specific, inventory once the thinning has been completed. Mr. Bildeaux can do the job in late February, if the city is ready, or could wait until next winter. Ile would need a 2 -3 week period to "do the job right" and would need a flat staging area for equipment and logs. He wondered if the chain link fence behind the house is going to be removed, or could be removed? It would make it a lot easier to stage and haul logs off the site that way. If the house is no longer there, it would also facilitate storage and removal of logs. The market for pine is down, but he said there is still a market for pine for furniture and other specialty markets. He expected that the sale of wood from the thinning might pay for a good portion of the work being done. He would be happy to meet with members of the Council and Parks Comm. and staff to explain his process and what things should be considered. It might be good to have that happen in Jan. 2008, whether or not the work is done in February 2008 or next winter. The City will then need to decide if and when they would like to have the work done. I will be gone 1/14 -16 but otherwise here the month of January. I would like to know several dates /times in January when the Parks Comm. and any interested staff, and Council or Commission members could meet with Mr. Bildeaux to discuss the project.
