Monday, August 20, 2007
I. Call to Order:
Commissioner Dougherty called the meeting to order at 6:30 p.m. Present: Commissioners
Wagner and Nelson; City Administrator Johnson, Public Works Director Ozzello, Arborist
Widin, and Commission Liaison Doerr. Absent: Chair Zeuli and Commissioner Estes.
II. Approval of Agenda: Commissioner Dougherty added "Property at 5502 Osgood Avenue"
as New Business Item 1. Commissioner Nelson, seconded by Commissioner Wagner,
moved to approve the Agenda as amended. Carried 3 — 0.
III. Approve Parks Commission Minutes — August 6. 2007: Commissioner Nelson, seconded by
Commissioner Wagner, moved to approve the meeting Minutes with change that
Information be roman numeral six and under adjournment it should state carried 3 — 0.
Carried 3 — 0.
IV. Department /Commission Liaison Reports
Arborist: Arborist Widin reported that the ceremonial tree planting took place that
evening at 5:30 p.m. at Cover Park for the Tree City USA Award. She reported that a
Japanese Tree Lilac was planted.
Arborist Widin reported that she has sent out a request for quotes for tree plantings.
She stated that 19 trees are going to be ordered and planted. She stated that she should
have the quotes back in time for the City Council meeting scheduled for August 28,
2007. Arborist Widin stated that the successful contractor will be planting the trees the
last week in August or the first week in September.
Arborist Widin stated that they received an offer from a resident to move some Spruce
trees from her property. She stated she is contacting a local tree service to obtain a
quote to move those trees. She stated those trees could possibly be placed near the
north slope just beyond the area seeded with grass at Autumn Hills Park.
Arborist Widin reported that there will be three crabapple trees planted at Swager Park
and one shade tree and a Japanese Tree Lilac at Cover Park.
Arborist Widin stated that she has been making a lot of site visits to residents' homes.
She stated she has received many questions about Japanese Beetles and other insects, the
dry conditions, Oak Wilt and Dutch Elm disease.
Arborist Widin reminded residents that the City of Oak Park Heights does remove
diseased oak and elm trees from private and public properties as a service to the
residents.
Arborist Widin reported that she has spoken with a forestry consulting regarding the

pine plantation to make some recommendations for thinning and harvesting at the
property acquired by the city at 5502 Osgood Avenue. She reported she has met with a
prairie restoration contractor at the prairie restoration at Valley View Park. She reported
that he will be sending recommendations on managing the prairie area to her by the end
of August.
Commissioner Wagner, seconded by Commissioner Nelson, moved to accept Arborist
Widin's report. Carried 3 — 0.
2. Public Works Director:
Public Works Director Ozzello reported that the striping has been completed on
Oakgreen for the crosswalks and the signs are up. He stated that they will need to
relocate the signs. He stated that should be completed within the next couple of weeks.
Public Works Director Ozzello stated that he spoke with the developer, and they should
receive the truncated domes on the new Oakgreen crossing within the next week or two.
Commissioner Nelson, seconded by Commissioner Wagner, moved to accept Public
Works Director Ozzello's report. Carried 3 — 0.
3. Other / Commission Liaison Reports: City Administrator Johnson reported that the
Autumn Hills Park Shelter is now open and ready for reservations. He stated that
residents can visit the city's website for rental information or call City Hall at 439 -4439.
City Administrator Johnson stated that the restrooms and water fountain are available.
He stated that new picnic tables are coming. He thanked public works for putting the
grass in.
City Administrator Johnson stated that it appears the City has some closure on the legal
aspects of the performance bond contractor and the performance bond company.
Commissioner Nelson questioned whether the ceiling issue has been resolved. City
Administrator Johnson stated that the City Council has discussed the possibility of
having some more finish work completed at the end of the season, but that it will not
interfere with use of the facility by the residents. City Administrator Johnson reported
that the City has reached a settlement with the performance bond company where the
City saved approximately $5,000.00 on the project. He stated the offset should allow for
additional trim and finish work to be completed.
V. Visitors /Public Comment: None
VI. New Business:
1. Property at 5502 Osgood Avenue: Commissioner Dougherty reported that the
Commission completed a walkthrough of the property prior to the meeting. City
Administrator Johnson reported that the City Council budgeted $10,000.00 for planning
costs for the year 2008. He stated that they are also proposing to allocate $40,000.00 in

2008 and $40,000.00 in 2009 for a trail across the property. Commissioner Wagner
stated he would like to hear some ideas for the building on the property from the parks
department. City Administrator Johnson stated that the accessibility and infrastructure
issues of the building may present a problem. City Administrator Johnson suggested a
joint worksession with the City Council. Commissioner Dougherty stated he would like
to hold a joint worksession with the City Council in November to discuss improvement
ideas for the property. Commissioner Dougherty stated this item should remain on the
next agenda as an old business item. He stated that any commissioners that were not
able to view the property prior to that meeting should contact Public Works Director
Ozzello.
VII. Old Business:
1. Playground Eauppment: City Administrator Johnson stated the City received a quote
from Midwest Playscapes, Inc. He stated their quote was $18,507.07. He stated their
submission included their proposed layout. City Administrator Johnson stated that he
requested the bidders to suggest equipment that would eliminate the possibility of being
shocked when contact is made by a person. He reported that this company, along with
the other bidders, could not unilaterally guarantee that there will never be a shock
because of the power lines above. He stated that if the City is willing to revise the
language in the bid request, they may receive a better set of bids. Commissioner Nelson
stated that if companies are refusing to give bids because of the potential liability due to
the overhead power lines, she would like to see money invested in the playground
equipment at Brekke Park instead. City Administrator Johnson stated that if they are
willing to accept the static issues, then the existing playground equipment should remain.
The money the commission previously allocated for this project could then be invested
elsewhere.
Commissioner Nelson, seconded by Commissioner Wagner, moved to put this issue on
hold. Carried 3 — 0.
2. Priorities List: Public Works Director Ozzello reported that he attached a list to the
packet of the priorities that were discussed in 2006. He stated that he has marked the
items that have been completed. Commissioner Nelson questioned whether an
outhouse has been moved to Cover Park from Autumn Hills Park. City Administrator
Johnson stated he will have it taken care of

PUBLIC INFORMATIONAL MEETING NOTICE:
On Monday, September 17th, 2007, the Parks Commission for the City of Oak Park Heights
will be holding an informational meeting regarding the possible installation of a grade
separated, bituminous trail on Oakgreen Ave. N., between 55th and 56th Street - see
map below.
It is the intention of the Park Commission to receive citizen input regarding this possible
trail extension so that the Commission may formulate a final recommendation to the City
Council.
The meeting will be held at 6:30 pm at the Oak Park Heights City Hall located at 14168
Oak Park Blvd.

Since the beginning of the year, the Planning Commission and Citizens Advisory
Committee have been working on an update of the 1998 Comprehensive Plan. As a
part of this planning process, it was recognized that the City would also update its 1999
Park and Trail System Plan. The Planning Commission and Citizens Advisory
Committee have just reviewed the draft Transportation Plan element and has
commented on future bike /pedestrian connections and crosswalks. At this point in the
process, it is recognized that the Parks Commission should also be brought in to
discuss trail and sidewalk connections and crosswalks.
Much of the work on the Comprehensive Plan will be completed by the end of 2008. It
is expected that the Parks Commission would begin work on the Park and Trail System
Plan in late 2007, early 2008. Please find attached a preliminary draft of a work
program for updating the plan. Also please find attached a sidewalk and trail map
indicating most of the existing segments. The 1999 Detailed Trail Map is also attached
for reference.
At the September 17, 2007 meeting, we will discuss the draft work program and
possible schedules for the timeline. We will also discuss the existing park and trail map
and focus on desired trail /sidewalk locations. This will be especially important as we
look at upcoming development proposals for areas west of Oakgreen Avenue. We will
provide large scale maps to lay out on the large conference table for our discussion.

Site Inventory and Data Assembly
1. Determine if existing park plan documents are still relevant and provide direction
on issues researched as part of the plan update.
a. Organizational meeting with Park Commission and City staff.
2. Collect and /or update available information to reflect constructed and planned
parks, trails, recreational facilities, and regional and semi - private recreational
facilities.
3. Prepare base map (mock up) showing existing and programmed facilities.
4. Identify existing relevant policies, programs and implementation mechanisms.
Needs Assessment and Analysis of Issues
1. Conduct separate meetings with Park Commission, City Council and staff to
discuss issues, needs and desires. Result of the meetings is to discuss future
park and trail system improvements.
a. Review aerial photograph /base map with existing facilities shown (existing
parks, trails, sidewalks, regional parks, recreation areas, semi - public
recreation facilities, and destination areas).
b. Identify and summarize site, facilities and use issues.
C. Identify physical site /facilities needs and type of improvements desired in
park categories.
d. Identify the type of parks desired in the community (tot lots, neighborhood
parks, athletic fields, linear parks, etc.).
e. Identify trail connections and links to be completed.
2. Prepare composite map of site analysis and issues. Formal presentation to Park
Commission.
a. Park Commission to identify types of amenities desired in each of the park
categories.

For Your Information and Consideration: The following are the portions of the bid received for alternative 3 and Alternative 4 when the
City of Oak Park Heights solicited additional street work on streets north of Highway 36. These alternatives are not approved or funded.
Alternative 3 was for Brekke Park and was quoted for Asphalt patching ($10,625) of the existing surface problems and then re- surfacing with chip se
($4148) or with a fibered ($7040) re- surfacer (MACMAT). This was compared with a traditional mill and overlay price ($17,050). For the additional
costs, if work were to be done, the Mill and Overlay would be the better long term solution than chip seal ($14,773) or MACMAT ($17,665).

Altenative 4 was for Valley View entry road, south parking lot and North parking lot. The extensive deterioration of the entry road would require
significant surface patching (BCI Flex Patch at $14,060) to hold the existing pavement together along with Asphalt patch for the parking and streets
($1625) before Chip seal ($12,453) or MACMAT ($21,139) could be applied. The Chip Seal ($28,138) and MACMAT ($36,824) compare with $51,
with mill and overlay. Because of base damage, there would likely be additional base work costs on any of these options to cut out and replace 8 inch
rock base material in several spots and on comers, particularly on the entry road.
