Call to Order: Chair Zeuli called the meeting to order at 6:30 p.m. Present: Commissioners Wagner and Nelson; City Administrator Johnson, Public Works Director Ozzello and Commission Liaison McComber. Absent: Commissioners Dougherty and Estes and Arborist Widin. II. Approval of Agenda: Chair Zeuli, seconded by Commissioner Wagner, moved to approve the Agenda. Carried 3 – 0. III. Approve Parks Commission Minutes – July 16.2007: Chair Zeuli, seconded by Commissioner Nelson, moved to approve the meeting Minutes. Carried 3 – 0. IV. Visitors /Public Comments: None V. Old Business: 1. Autumn Hills Park Shelter Rental Agreement: City Administrator Johnson reported that • there are still outstanding issues with the park shelter. He stated that the City anticipates taking possession of the shelter in the next few days. The Commissioners discussed the rental agreement as drafted. Commissioner Nelson, seconded by Chair Zeuh, moved to increase the deposit for the shelter from $50.00 to $100.00. Carried 3 – 0. 2. Park Walk - throu List Public Works Director Ozzello discussed the walk- through list and reported the status of his deparnnenes efforts to complete the items of concern. The Commissioners complemented the public works department on their work. 3. P- gr ound Equipment – Sw ager Park City Administrator Johnson reported that as of the date of the meeting, there were no bids received for playground equipment at Swager Park. David Beaudet of 6400 Lookout Trail came forward and informed the Commission that there is a possibility that the City would acquire property as a result of the O'Connell sale. He stated that would be a better place to have the playground equipment. City Administrator Johnson stated he will put this matter on the next meeting's agenda should any bids come in. 4. Trail Extensions and Connections: City Administrator Johnson informed the Commission that the City Engineer has reviewed the area and has provided a report to • the City outlining its options. Page 2 of 11 L Parks Commission Minutes • August 6, 2007 Page 2 of 2 David Beaudet of 6400 Lookout Trail came forward and stated to the Commission that it would be better to wait until after the Comprehensive Plan Update to discuss this issue. Council Liaison McComber advised the Commission that the Comprehensive Plan Advisory Committee's next meeting is Thursday, August 9. Councilmember McComber stated that they could make a recommendation to the Council on who should make the final decision and whose responsibility it is to protect the health, safety and welfare of all residents. Commissioner Wager moved, seconded Chair Zeuli, to accept Option 1 as recommended by the City Engineer. Carried 3 — 0. Chair Zeuli moved, seconded by Commissioner Nelson, moved to have a public open house at the Commission's September meeting. Carried 3 — 0. VII. It should • be noted that prior our August 6, special Park Commission meeting I had contacted this firm also making them aware of the City's available project as they were not one of the five firms we included and worked with in 2006. As part of my conversation with Midwest Playscapes, I did ask that they simply provide the best product and value they are able and make every effort to comply with the non- conductive parameters, but they like other potential bidders were also concerned about the City's requirement that they guaranty that it is not conductive and will not cause a possible static shock; conclusively stated that they could not provide a comprehensive guaranty. I stated that this position is understood and will at least consider their proposal with that non - guaranty.
