PARKS COMMISSION MEETING MINUTES
Monday, June 18, 2007
I. Call to Order:
Chair Zeuli called the meeting to order at 6:30 p.m. Present: Commissioners Dougherty 111(1
Wagner; City Administrator Johnson, Public Works Director Ozzello, Arborist Widin, and
Commission Liaison McComber. Absent: Commissioners Nelson and Estes.
II. Approval of Agenda,: Commissioner Dougherty, seconded by Commissioner Wagner,
moved to approve the Agenda. Carried 3 — 0.
III. Approve Parks Commission Minutes — May 21.2007,: Commissioner Dougherty,
seconded by Commissioner Wagner, moved to approve the meeting Minutes. Carried 3 — 0.
IV. Department /Commission Liaison Reports.
1. Arborist: Arborist Widin reported that she has been receiving more calls lately, many
with insect issues and less with fungal leaf diseases compared to in the past. She reminds
residents that they may call her at City Hall, extension 252, to leave a message with their
phone number, address if applicable, and question. She will answer phone calls and
make site visits at no charge to the residents.
Arborist Widin reported that the City will be ordering boulevard trees soon for planting
at the end of August. If residents are interested in obtaining a boulevard tree, they
should call City Hall and leave a message with their address so she can come out and
make sure there is enough space for a tree.
Arborist Widin reported that the ceremony tree planting for the Tree City USA Award
will be at Cover Park this year. She stated that a Japanese Tree Lilac or other ornamental
tree will be planted this year. The tree planting will take place about 5:30 p.m. prior to
the August 20, 2007 Parks Commission meeting.
Arborist Widin reported that she has received a few phone calls regarding Dutch Elm
disease and no phone calls regarding Oak Wilt. She stated that Oak Wilt often appears
later in July when the weather is warmer.
Chair Zeuli, seconded by Commissioner Wagner, moved to accept Arborist Widin's
report. Carried 3 — 0.
2. Public Works Director:
Public Works Director Ozzello reported that the department is on a regular mowing
schedule for the parks and trails. He stated that the new trails are in and are in use.
They still need to install the trash receptacles and other amenities. He reported that the
park attendants are employed and have been busy.

Public Works Director Ozzello reported that the department laas been removing brush,
tree limbs, and buckthorn from park and trail areas. Chair Zeuli iniformcd that Brekke
Park looks great.
Commissioner Dougherty, seconded by Commissioner Wagner, moved to accept Public
Works Director Ozzello's report. Carried 3 — 0.

VI. Public Hearinin: None.
VII. New Business:
1. Swager Park Improvements /Potential Actions on Worksession Items: Chair Ieuli,
seconded by Commissioner Wagner, moved to recommend to the City Council that out
of the $80,000.00 that is allocated, x$15,000.00 could be spent on benches, tables, grills,
and waste receptacles; $15,000.00 - x$20,000.00 on play equipment; and the remainder for
a concrete slab at Brekke Park. Carried 3 — 0.
VIII. Old Business:
1. Autumn Hills Park Shelter Update: Administrator _Johnson reported that the shelter is
near completion. He reported that there are a few issues, the major one being; the
condition of the ceiling in the facility. The City is hoping to resolve the issues with the
current contractor on the project. He reported that he, Commissioner McCotrnber,
Mayor Beaudet, and Commissioner D ougherty completed a punch -list walkthrough of
the site last week. He reported that the City is not taking any reservations on the shelter
at this time.
Commissioner Dougherty questioned the size of the grills that will be installed. Public
Works Director reported that grills will be comparable to the larger size grill at Brekke
Park.
Commissioner Liaison IvlcComber reported that there is no curb cut to cross over from
the West side of Norwich Parkway to the L�.ast side of Norwich Parkway. She requested
the Public Works Director look into that.
2. Oakgreen Avenue Trail Extension — South of 56 Street: Chair Zeuli reported that it
would be a logical extension of the trail to include that area. She stated that the residents
of Oakgreen Place and 55 Street do not have a safe place to connect with the trail. She
reported that the junior high kids need to walk on Oakgreen Avenue to get to the bus
stop in the mornings.
Commissioner L iaison McComber reported that residents who live in Oakgreen Place

and further down would like to access the trails to get to some of the new businesses in
the area. Shc also reported that she has heard the suggestion of placing a crosswalk at
55 Street and ()akgreen. Commissioner Dougherty reported that he is in favor of
connecting the trail in order to get all neighborhoods connecting in the City's trail
system. Chair %euli raised a concern about the future of Oakgreen Avenue due to the
Highway 36 plan. Commissioner Liaison reported that as part of the Highway 36 plan, it
does show to widen Oakgreen only as far as 58 Street.
.i.\dministrator.Johrisoin reported that the Parks Commission may want to hold a public
hearing prior to or during the next Parks Commission meeting to communicate with the
residents. I-le also suggested having; the City l ;ngincer's office draw concept plans.
Mayor David Beaudet reported that that the trail extension will not be completed this
year. fie suggested that the issue be included in the Comprehensive Plan in the early
part of next year rather than holding; a public hearing on the issue.
Mike Runk of 5525 O'Brien Avenue Stated that he does not want the issue to be put off
again because it has been put off for a long time. (_om1111ssioner Liaison McComber
stated that she agrees that it should be a part of the Comprehensive Plan but the
Commission should he working on a plan now.
Administl:ator Johnson suggested that a concept be created for the Parks Commission
meeting to create a position to advocate prior to a public hearing being set. He
suggested that the Commission invite the City I ,ngineer to the next meeting.
