Following are my comments relative to streets, utilities and storm water
issues for McKean Square East:
Streets:
Nolan Avenue N. and Nolan circle N. are 34' wide streets within 55'
of right -of -way in Boutwell's LandingNSSA - Phase 1. These dimensions
should be continued throughout McKean Square East (and West). The only way
28' -wide streets could be considered is if no parking were allowed, which
probably isn't desirable for this type of residential development.
We would recommend that the proposed private street to service the
single family units be shifted westerly so that the easterly street
right -of -way coincides with the city /Township boundary (not the easterly
curb and gutter as is currently shown). This would then keep the public
utilities easement completely within the city of OPH (if this is to be a
private street), and also make the rig ht-of-way/easement description more
straight - forward.
Scott indicated that sidewalks should be required on both sides of
Nolan Avenue N. and along at least on side of private streets to stay
consistent with Phase 1. However, I believe we installed sidewalks only on
one side of Nolan Avenue N. and on none on the private streets (cul-de-sacs)
in Phase 1.
Sanitary Sewer:
From the conceptual grading plan, it appears the entire site can be
served by gravity sanitary sewer which was installed with Boutwell's
Landing/VSSA - Phase 1 and is stubbed out of Norwich Parkway. Gravity sewer
to serve this site may be up to 30' deep in proposed Nolan Avenue N., which
in itself is not a problem, but may have a significant impact on existing
trees /vegetation that may want to be saved.
Water Main.
This site can be served from water main that was installed with
Phase 1. Pursuant to the city's latest comprehensive Water Distribution
Plan, we would require a 12 water main to be installed from the west
boundary of McKean Square West to the east boundary of McKean Square East.
Storm Water:
The majority (northern portion) of this proposed site drains to a
landlocked pond in the eastern -most portion of the site (east of the
proposed Independent Living Building). other portions of the site drain to
small land - locked wetlands. The city's Annexation Area Surface Water
Management Plan for this area has a pond in the southeast corner of McKean
Square West draining via storm sewer to the pond in McKean Square East and
on to a pond in Baytown Township southeasterly of this site. This will need
to be analyzed in detail to determine how storm water drainage and ponding
will best be served in this area.
The entire site is within the Valley Branch Watershed District, and
as such, will need to be reviewed by them.
