McKean East Public Works Issues
Streets: The property of McKeans East has access from Baytown Township via
the cul -de -sac located in the south east corner. The private cul de sac
proposed is approximately 700 feet long. This is two long for a cut de
sac. The street should either extend through to Baytown or loop to the
other streets within McKeans West.
I also agree with Dennis's comments on street width and setback. The entire
private road right of way and utility easements need to be within our City
limits.
Since this area can only be accessed from Oak Park Heights Baytown Township
needs to provide part of the property taxes collected for these homes to
Oak Park Heights for street maintenance. Alternative is to access the site
from the existing access provided by Baytown Township.
Trails: The trail system proposed provides pedistrian transportation for
the residents but is not a significant as part of the City's trail system.
The trails should not be considered part of the City System nor credited
for park and trail fees. Maintenance of the trails will be the
responsibility of the Developer.
Parks: No credit for parkland in Baytown Township be given since the park
is poorly accessible from Oak Park Heights. However, the residents within
Baytown will also have a park demand on OPH. The Baytown township should be
platted with the homes on one lot the Apartment building on one lot and the
private park on an outlot. We would then charge our park fees for the two
residential lots through Baytown township.
Water and sewer. Water and sewer services are mostly paid for by the water
and sewer charges. However, there is also some tax dollars that go into
the service for our office cost, telephone receptionist, etc. Services when
extended outside our boundaries can be charged a higher rate. Currently we
do not charge Stillwater residents a higher rate but this is under a mutual
agreement that Stillwater does not charge our residents a higher rate for
the areas of our town that they service. I suggest a ten percent
surcharge. Also an agreement that any truck service improvements for trunk
sewer or water mains are charged back to the Baytown residence the same as
Oak Park heights residents if any future improvements are made and assessed
back to oak park Heights residents.
Storm water: I do not even know where to start. The storm water in the
area currently goes to a series of ponds and infiltrates into the ground.
In the extreme storm you may get overland flow between the ponds and even
southwest out to the property. We will need to work cooperatively with
Baytown and Valley Branch to increase the infiltration basins and/or to
provide overland outlets for some of the ponds.
The simple solution is to make the three lots as suggested above and have
the two residential lots annexed into Oak Park Heights. Since these lots
would place a park demand and storm water demand on Baytown Township an
appropriate portion of the property taxes be transferred to Baytown
Township.
