Dear Mr. Hoo
It has been brou to m attention b our construction services representative, Leo Pawelsk
and Cit of Oak Park Hei staff that buildin construction e and/or private utilit
installation e have struck h on the project site as evidenced b paint removed
from the surface of several h Additionall g ate valve boxes in front of h have
been removed or dama durin bur of conduits in the boulevards.
When street and utilit construction commences a next sprin we and Cit staff will inspect
the entire site to determine which improvements re repair and/or replacement. As noted in
Section I., Para G. of y our Developer's Agreement, ft .. . The repair c an dama to the
streets or public utilities b Developer or an o its Contractors or Subcontractors, shall remain
the financial responsibilit of the Developer. t.7 Those items re repair and/or replacement
shall be done so via an approved chan order or approved additional q uantities to the Cit y 's
contract with Burschville Construction, for which y ou are ultimatel financiall responsible.
In re to Mr. Ja Johnson's November 18, 2003 letter re street cleanin a review of
the site toda reveals unacceptable levels of dirt/mud on all project streets. While these streets
are still the maintenance responsibilit of Senior Housin Partners ( i.e., cleanin /sweepin snow
plowin etc.), dirt/mud is bein continuall tracked onto existin Cit public streets, namel
Nolan Avenue North and Norwich Parkwa and into public storm sewers/ponds. This issue
needs to be addressed to the Cit satisfaction immediatel and a routine maintenance pro
implemented.

One last issue that re immediate attention next sprin is the (lack of an) emer over

flow (EOF) route out of storm water Pond 7. This pond re an EOF be g raded at an
elevation no hi than 941.25 to the southwest (behind new Unit No. 5465 at the northeast
comer of Nolan Avenue N. and Nolan Parkwa N.). Visual inspection indicates this swale has
a been filled in b those responsible for spreadin topsoil. In the event this pond's outlet
were to plu or be inundated b a lar storm event, the current EOF route appears to be into the
back doors of the four new units adjacent to the west side of the this pond.

RE: Oakgreen village South, PUD Concept Plan application.
Valley Senior Service Alliance has submitted an application for Concept approval for
development on land south of 58 Street and west of Oakgreen Ave. The proposed site
plan includes 37 — two story townhomes. Building placement and site grading will
maximize a vegetation buffer to the south of the new homes and adjacent to the homes on
56 Street. Existing trees will be evaluated to retain those of quality, inferior vegetation
will be removed and new trees will be planted to provide appropriate screening between
buildings.
All site drainage will be directed to run between the new buildings in a northerly
direction to a small pond adjacent to 58"' Street, and then under 58 Street to the exiting
wetland.
The hones will range in size from 1400 square feet to 1800 square feet. Homes will be
for sale with a market price ranging between $1.75,000 and $225,000. All units will have
two -car attached garages, parking space in the driveways plus 10 visitor parking spaces.
An aerial photo has been provided with our application material. Upon approval of the
Concept Plan we will conduct the required tree inventory.
The total area included in this application is 279,510 square feet. The 37 homes will
cove. 70,310 square feet. This area includes the building footprint, decks and adjacent
sidewalks. Driveways and guest parking occupy 58,200 square feet. The remaining area
of common space, including sidewalks is 151,000 square feet.
Since these homes will be offered for sale, we anticipate that construction of one building
would begin shortly after all city approvals are in place. Additional buildings will be
constructed as units are sold. It is possible that the total project will extend over two
construction seasons.
Maintenance of common areas and building exteriors will be handled by an association.
Appropriate documents will be completed upon approval of the project.
