Re: McKean S Block Cores, Foundations and Certificate of Occupancies
McKean West: Outstandin Certificate of Occupanc Conditions Compliance
Dear Mr, Kron
You, or y our representatives, have re final buildin inspection and certificate of occupanc on a number of
units at McKean S Over the duration of the McKean S pro I have spoken with and have met with
y ou, the pro architect and y our field superintendent as to the matters of the foundations of these units and the
fillin of the foundation block cores. I have repeatedl asked for a desi plan for the repair to the foundation
dama at unit and to have the cores filled with re for reinspection prior to their bein covered.
As of this date, I have not y et received a repair desi plan for an of the dama structure foundations ( unit,
g ara g e or porch) nor have I had an success in receivin reinspection re for core fillin prior to their bein
covered.
Despite no response to m re I continue to inspect the pro and continue to receive re for Certificate
of Occupanc as units are bein slated for occupanc with or without verification of Certificate of Occupanc havin
been issued. In man cases, I have been issuin Temporar Certificate of Occupancies with conditions/stipulations
noted. Please be advised that I will no lon be issuin Temporar Certificate of Occupancies for an unit where
core block fillin or foundation (unit, g ara g e, porch) repair is an outstandin issue.
Prior to issuance of an additional Certificate of Occupancies, I will re ori 11wetil si documents from
the buildin contractor, Jack Kron for each unit, verif that footin and foundation have been constructed
per ori architectural plan and/or revised repair desi plan as I have been no record of units havin sustained
structural to their foundations.
At this time I am requesti
}, That I be provided with a repair desi plan for all repairs to units with unit foundation, porch foundation,
and/or g ara g e foundation repair issues. These documents shall bear "wet" si of the architect and
structural en as applicable;
2). That I be provided with revised plans for all units that did not ori include a porch in their construction
plan and have since had them added. A these documents shall bear "wet" si of the architect
and structural en as applicable;
3 That I be provided with plans for the units constructed at 5263 and 5265 Nolan Parkwa ori planned
as a sin unit and then chan to a twin, includin an foundation repair plans, if applicable. The plans
also shall bear "wet" si of the architect and structural en as applicable;

4 }, That all units with block core fill issues outstanding be addressed and that those issues with void cores be
filled and inspection requested prior to their covering as well as inspection called for all core filling prior to
their covering; and finally
5). That the outstanding Certificate of Occupancy conditions for McKean vest be addressed.
McKean test;
Certificate of Occupancies were issued on October 3, 2003 for 5485, 5475, 5485 and 5495 Nolan Ave., each subject
to the conditions that the carpet at the patio door be pulled back and all open cells of concrete block being filled with
foam. Inspection was requested of these prior to covering. Plates were to be placed on all open exposed blocks with
open cells in the garage. These items were to be attended to by October 13, 2003 and inspection requested, To
date, I have not received request for inspection of these items and they remain outstanding on the Certificate of
Occupancy.
1 appreciate your prompt attention to this correspondence and remind you that there will be no longer be any
Temporary Certificate of occupancies issued for units with any block core fill or foundation repair issue outstanding.
Please also be reminded that per Building Code safety regulations, no unit shall be occupied until such time it has
been final inspected by the Building official and a Certificate of occupancy has been issued.
Again, I appreciate your prompt attention and look forward to resolving these matters as quickly as possible. I am
sure you understand the importance of my requests and can appreciate my need to ensure that code requirements
are being addressed for the safety of the occupants. As such I request that these matters be satisfactorily addressed
no later than 3 p.m., July 10, 2004. If these matters remain unattended, I will be forced to consider stop work on
the McKean Square project and cease inspections on all projects until such time the matters are remedied.
