HomeMy WebLinkAbout2004-07-26 Project Meeting MinutesMcKean S Project Cit of Oak Park Hei Meetin Memo 55-03-129 7/26/20047 1:00 PM Construction Trailer for the McKean S Project Attendees: Eric Johnson, Cit Administrator, Ja Johnson, Public Works Director Ken Hoo Mike Price ( Valle y Senior Services Alliance — developer's office) Dennis Postler, Leo Pawelsk and Dave Hanson - Bonestroo The purpose of the meetin was to review with the developer the evaluation for the concrete curb and g utter dama assessment in the McKean S project. That dama has been due to buildin construction activit Dave Hanson did make a thorou site evaluation of the concrete curb on Frida Jul 23, 2004. As we looked at the concrete curb dama in the field, he did tell ever that the pink dot on the pavement at the center of the panel is a panel of curb that is not acceptable to the Cit All curb that is not painted with the pink dot is acceptable. I did review the status of the evaluation and that approximatel 66% of the curb is dama There was q uite a bit of discussion throu the meetin from all parties involved with the meetin describin how and who could have dama the curb. Specificall Ken Hoo mentioned that prior to comin to the meetin he did actuall see the bituminous drivewa contractor dama curb. Dennis Postler also noticed there was some recent curb dama after Frida The curb continues to be dama Ken mentioned that he was concerned about what the cost would be to replace this. Eric Johnson mentioned that he should probabl tr to collect some of the cost for the repair of the concrete curb from the contractors that are workin for him. Eric asked if the have an retainer of the subcontractors, potentiall to use that retainer to help pa for the replacement of the dama curb. It appears that VSSA's contract for all the sin and multiple famil town home construction is with Kron Construction, and that all/most sub-contractors are Kron Q uite a bit of discussion was held re what methods could be used to remove and replace the curb. The discussion was reall two methods. One was to remove all dam curb & g utter P anel b panel and hand place the concrete curb and patch out in front of the street and behind the curb. The contract with Burschville Construction does include 10% curb patchin Also note that there is about 8,500 feet of curb on the project. 10% of that would be 850 feet anticipated to be dama The second method would be to remove all curb & g utter and mill and g rind up 2 feet of the existin bituminous from 1 the front ed of the bituminous out towards centerl' and then to [ 7 r ph remove the concrete curb to g rade and compact that g ravel area and �e a existin g bituminous would be mixed in with the g ravel base. The contractor would g rade, and compact that. The concrete curb would then be placed and then the street, the two-foot biturm''noes patch, would have to be placed in front of the new concrete curb before the wear course is placed. There was discussion about the sprinkler systems that are right behind the curb that would be an issue. The subcontractor would have to deal with the sprinkler system and the sprinkler heads. There was discussion regarding the driveways and that there would have to be patching of the driveways. Specifically there would be patching of bituminous driveways, or driveways on the opposite side of the street of the sidewalk. As part of the project, there is a concrete apron between the concrete sidewalk and the concrete curb. Those would be done at the time the curb & gutter was replaced. Eric Johnson mentioned to the developer that the cost to do this replacement would be l00% the developers. Further comment by Eric, was that long term for the City, this curb damage is not something the City could accept because the curb would have to be prematurely replaced down the road. There would have to be a special assessment against the property, and at that time the cost would be significantly greater. At this time, the developer still has his contractor's on site who have caused the damage and will be able to recover his costs much more easily. Next item involved trying to get costs for this work. Bonestroo is going to meet with the contractor, Burschville, and get two different costs for the two different methods for replacement. We will get a cost from the developer for the removal and replacement in what I consider a patch job. Remove and replace segments of curb. The second cost we will get from them is to remove and replace l00% of the curb. Both Dennis and I expressed our opinion that the cost for removing l00% of the curb would be more feasible and probably is the preference of the City's vs. having 60 -70% of the curb being hand placed and patched. We told the City and developer we should be able to get those costs within a week. Next item: The coordination of the placement of the sidewalk. It was scheduled to start Monday or Wednesday of this week. However that schedule has been held back due to this issue and this meeting. We further discussed that we'll tell the contractor to proceed with the sidewalks, however, he will not be able to do the sidewalks adjacent to the pedestrian ramps because there are a lot of pedestrian and curb ramps that have to be removed and replaced. They will have to sto p short of that. Also they will not be able to place the sidewalk across the driveways. We did discuss in detail and in depth that the concrete sidewalk, the concrete driveway apron and the curb by those driveways would be done all at one time to minimize the inconvenience to the property owner or residents of the property. We told the developer that once we understand and talk with the contractor we would get back to them with the schedule for the sidewalk.
