RE: Curb damages
Dear W. Hooge,
The City Coujicfl has reviewed the curb damage issues as outlined in the correspondence from Mr. De nnis
Postler. The Council has concurred with lax. Postler's findings that the curbing is in an unacceptable
condition and shad. be replaced prior to these berg turned over to the City. The Developer is responsible
for all such infrastructure until the project is complete (See Item IG of the Developer's Agreement).
Accordingly, the Council has directed the replacement in the format as outlined in Method #2 of fir.
Hanson's 8-2 -04 letter as attached hereto - totaling $ 142,000 plus any additional engineering or
construction managetn.ent costs.
VSSA has two options for the payment of such costs; the City will could withdraw such funds from the
initial security requirement as posted by VSSA for the McKean's Square development, or VSSA could
choose to pay for such project directly with 54 percent payment upfrolit and the balance due upon the
receipt of a direct billing from the City, thus leaving the security requirement intact. Unless we receive
correspondence from you that indicates that you would like to pay for those costs directly, the City will
withdraw such funds from the Project's security funding nediately prior to awarding a contract/change
order on the project.
Lastly, the City does understand that there will be a need for appropriate coordination for this curb
replacement. The City engineer will establish the construction schedules as provided in the Development
Contract. Please coordinate with W Postler to establish the best possible and mutually beneficial
timetable.

concerns.

As discussed at the on -site meeting on Monday, August 20, 2004, the contractor, Burschville Construction, has
provided construction costs for the two methods of removing and replacing the damaged curb within the
development. It is estimated that approximately two - thirds of the total quantity of 8,410 linear feet of curb and
gutter in the development is damaged.
Method 1 is to remove and replace the damaged curb by individual segments by hand placing the concrete. This
has also been described as a patchwork method. The unit cost for Method 'I is $30.50 /LF, which totals $30.50 x
5,280/LF = $151,040.00. The bid unit price for removing and replacing curb & gutter $22.00 /LF. The increase
to $30.50117 is based on additional requirements by the City to meet industry constructability standards due to the
majority of the concrete curb that would require patching.
Method 2 involves removal of 100% of the concrete curb, including 2 -feet of the adjacent existing bituminous base
surfacing, followed by the placement of new concrete curb and patching of the bituminous base surface. The unit
cost for Method 2 is $1 7.75/LF, which totals $17.75 x 8,000 /LF = $142,000.00
The costs provided by Burschville Construction have been reviewed and compare favorably with costs for similar
work within the Metro Area. After reviewing the two methods of construction, and the cost provided by Burschville
Construction,gis recommended the City proceed with Method 2 for the following reasons: �b

protect and not damage the concrete curb.
® The over all cost for Method 2 i s less,
® Machine placed curb is more durable than hand placed curb.
® Replacing approximately 2/3 of the curb and gutter via Method 1 will result in the panels being
disconnected ( "free floating ") and increase the likelihood of differential settlement.

the final bituminous surface, reducing the life of the pavement.
Long term street maintenance will be less of a cost.
The City will rece've the final end product in which it was expecting.
