Dear Commissioner Hadley:
The City of Oak Park Heights has submitted .for our review, pursuant to Minnesota Statutes Chapter
462C, a proposed dousing bond program for a development known as the Valley Senior Services
Alliance Project. The program proposes to finance the acquisition and construction of approximately
150 rental units including apartments and townhornes, to be located at 5600 NoiAvich Parkway in
Oak Park Heights. The development will be assisted with the issuance of up to $30 million in
revenue bonds.
The construction of.this 150-unit rental development in Oak Park Heights is consistent with both
local and regional plans. The Regional Blueprint encourages the development of life -cycle housing
options throughout the region. As a participant in the Livable Communities Local Housing
Incentives Program, and consistent with its LCA and comprehensive plan housing goals, this
proposal will further life -cycle housing options and add market rate rental units in the city.
The housing will be part of a planned unit development with 48 units in one building, two 16-unit
buildings and as many as 80 townhomes.
