Iq 0.1 thou that while other work was bein done at the park buildin that it
ma be a g ood time to consider replacement of the furnace there with a
combustion air unit. Additionall he su that new floor mats and
possibl a floor heater could be considered.
Discussion ensues as tot he costs involved, investment to the existin
buildin ventilation at the buildin on mold problem and the
practice of the structure bein use as a temporar g reenhouse b the
g arden committee.
Commissioner Furlon seconded b Commissioner Zeuli, moved to direct
Public Works Director Johnson to find solutions to the ventilation and
humidit problem at the park buildin and to report back to the
Commission on the same and provide cost estimates for each.
Carried 5-0.
C. Fence Extension (Citizen Re
Public Works Director Johnson discussed the situation of a home at 59th
St. and Peller Ave. bein hit b hocke pucks and pucks endin up in
their y ard over the Winter season. The homeowner has asked that the
fence be extended in order to stop this.
Discussion ensued as to the ori fence placement, the rink placement,
its use and the. concern for protection of private, residences..
Commissioner Furlon seconded b Commissioner Zeuli, moved to direct
Public Works Director Johnson to attain cost estimates and report back
to the Commission. Carried 5-0.

Standard Park Hours:
Public Works Director Johnson discussed the park hours used and noted the
inconsistenc of them with those established b Cit ordinance. He su that the
si for the parks be standardized per Cit Ordinance 802, postin the parks hours
from 6 a.m. to 10 p.m. and asked the Commission for a recommendation.
Commissioner Zeuli, seconded b Commissioner Dou moved to recommend that
the Cit park hours be posted as indicated in Cit ordinance 802. Carried 5-0.
4. 'McKean West Development Review:
Public Works Director Johnson provided an overview of the project memorandum
prepared b the cit plannin consultant.
Discussion ensues as to private operation of trails and sidewalks, maintenance 'issues
re the same, and plannin memorandum recommendations.

Ken Hoo e -- VSSA discussed the proposed widths of the trails and sidewalks and
provided explanation for the sizes proposed in relation to the natural topography of the
site. He indicated that private operation of the trails due to maintenance issues was
acceptable and noted unless some issue of safety dictated otherwise that they would be
open to public use.
Discussion continued as to the internal trail look connecting to the city park.
David Beaudet -- 6400 Lookout 'frail expressed his concern of having 5 --foot wide trails
and stated that he felt S --foot wide trails would be more accommodating to users. He
also expressed concern about the size of the right -of-way and suggested alternate trail
connections for consideration.
Discussion continued relative the eastern side sidewalk /trail connection, trail and
sidewalk widths and composition, tree preservation and related issues.
Commissioner Dougherty, seconded by Commissioner Weyer, moved to recommend 8-
foot asphalt trails at Nolan Ave.. N. cul-de-sac to Norwich Pkwy. N. on other side of
historical. site. Carried 4--1, Zeuli opposed.
Commissioner Zeuli, seconded by Commissioner Dougherty, moved to recommend
approval of planning report recommendations, specifically:
1). VSSA shall accept maintenance responsibilities for all trail systems in the

development and the sidewalks within. the Nolan Parkway and Nolan Lane right-
of-way. The City shall work with VS SA to revise the existing development
agreement to require maintenance of all sidewalks and trails in the entire
. - Boutwells Landing. development.. ......
2).' °A sidewalk /trail connection shall be provided on the east side of the
development to Norwich Parkway.

5. o akRreen Villa e D velo rnent Review:
Public works Director Johnson provided an overview of the project memorandum
prepared by the city's planning consultant. Ken Hooge, representing VSSA was present
and participated in discussion and clarification of the project issues.
Discussion ensued as to trail connections, land values and issues of park dedication.
Commissioner Zeuli, seconded by Commissioner Dougherty, moved to recommend that
the trail and landscaping south. of 59th St. N. ext end, all the way to Oakgreen. Ave. n.
and shall connect to existing trail on opposite side. Carried 5 -
- Commissioner Zeuli, seconded by Commissioner Dougherty, moved to recommend that
the Parks Commission be informed as to the funds generated by the development of
the area to the parks and recreation development fund and that the City accept cash in
lieu of land. Carried 5 -0.
