Please find attached a memo that will be sent to the Planning Commission and area residents regarding moving the public hearing from 7 January 1999 to 21 January 1999. Additionally, please find the neighborhood address listings for the meeting you plan to set up. Lisa at City Hall can schedule the Council Chambers for you. George had asked for Mollie Shodeen's (DNR) phone number at the meeting. It is 772 -7915. In preparation for the meeting on 21 January, Kris Danielson and I feel that it is necessary for your to address the issues that have been raised by neighborhood residents. This should include the following: 1. The issue of when you will need a MPCA permit and a Stormwater Pollution Preservation Plan will need to be resolved. It is my understanding from MPCA staff that these are required before you occupy the site. 2. Mollie Shodeen of the DNR should be contacted and aerial photos from Washington County sent to her. A copy of the grading, drainage and site plans should also be sent when they are completed. 3. Washington County should be contacted and any hazardous waste permits that are required should be obtained. Mr. Bruce Dischinger Page Two 4. Any information regarding noise, emissions or other pollutions should be shared with the neighborhood and City Staff. 5. Site plans including landscaping, lighting and grading /drainage. The issues of paving and concentrating the use of the site near the buildings should be considered by Ryder. 6. A traffic study should be done with an analysis of the vehicles to be added to Stagecoach Trail and addressing the issue of traffic visibility for area residents. 7. Any information related to your current facility in Stillwater that supports the neighborhood compatibility issue. In order to review this request thoroughly, we would need all the required information at City Hall on or before January 11, 1999. Additionally, it would be helpful to have another staff meeting after your meeting with the neighborhood. Please contact either Kris Danielson at 439 -4439 or me at 595 -9636 with any questions.
