RE: CUP - RYDER STUDENT TRANSPORTATION SERVICES

Ryder Student Transportation Services has before the City of Oak Park Heights an
application for a Conditional Use Permit for the property known as the Junker site at 5302
Stagecoach Trait North
The concept of Ryder occupying this site as a school bus operation for the School District
was born in the spring of 1998. We are approaching the one year anniversary as well as,
hopefully, a positive conclusion for the City, the students and community, and Ryder.
From the beginning, this site has been seen as ideal for a school bus operation - zoned
industrial, across from the prison, fully screened, and centrally located in the District on a
highway that can perhaps best be descn`bed as "underutilized". And certainly, the school
bus operation represented an upgrade in the use over the past decades as a garbage truck
operation
There has been a fair amount of discussion about the size of Ryder as a company and
Ryder's ability to pay for this project as well as the attached conditions. it is important I
clarify that each individual Ryder Location and contract has its own profit and loss
statement and stands on its own fimciallY• Rye provides the organizati to bring
together all the pieces necessary to provide the student transportation service, the
community pays the expenses associated with that service through a contract. We accept
as our charge and responsibility keeping those expenses to the minimum necessary, while
at the same time providing the highest quality and MlLest- transportation posstble-
Ryder has made a siaWficant investment to date in people and financial resources in an
effort to secure a facility to serve the community. And we have much more to do in order
to make the facility ready for operation. We are asi* the Council to be sensitive to the
conditions that would add excessive costs to this project.
