Please find attached a memo from Washington County related to the proposal for a Ryder
Transportation facility at 5302 Stagecoach Trail North. The County is requiring the
construction of a right turn lane and bypass lane on Stagecoach Trail at the entrance to
the site. The City Attorney has suggested the following condition be added for
consideration by the Planning Commission.
13. Ryder Student Transportation Services shall resolve all issues related
to any access permits required by the Washington County
Department of Public Works.

RYDER TRANSPORTATION FACILITY TRAFFIC STUDY, WASHINGTON COUNTY STATE
AID HIGHWAY 21 (CSAH 21; STAGECOACH TRAIL NORTH)
Dear Mr. Richards:
Thank you for forwarding the Ryder Transportation Facility traffic study to me. We concur
with the report's conclusion that CSAH 21 has adequate capacity to serve Ryder's
proposed facility. We also agree that adequate sight distance exists at the driveway
location.
Our concern with the proposed use of the site is that the traffic generated by the proposed
bus terminal is great enough to warrant construction of a right turn lane and a bypass lane.
We assert that a change in the use of a particular site gives us, as the responsible road
authority, the right to review access and to require a permit for the new use. We would,
as part of the permitting process, require construction of turn and bypass lanes at no cost
to the County.
Please advise us as to the outcome of the Ryder proposal. If you have any questions or
