PLANNING REPORT TO: Oak Park Heights Mayor and City Council FROM: Jay Baago DATE: 4 April 1985 RE: Oak Park Development Co. - CUP and Amended PUD FILE NO: 798.02 - 85.03 BACKGROUND The Oak Park Development Co. is proposing to expand on certain retail operations within the St. Croix Mall. Since the original St. Croix Mall Plan was imple- mented through a planned unit development, the proposed expansion is being treated as an amended PUD, thus the requirement for a conditional use permit. ANALYSIS The proposed expansions would extend retail area into certain areas of the Mall pedestrian corridor (see expansion site plan). As such, the two aspects which need to be addressed are the availability of sufficient walking space in the corridor and the addition of new parking space, if any to meet floor space requirements. The absolute minimum allowable pedestrian walking space should not be less than 12 feet. Current corridor widths range from 20' to 24' 10 ". The proposed expansions would not be constructed directly across from each other. Thus, pedestrian congestion would be minimized. In all cases, the expansions do not encroach on the 12 foot minimum walkway space. The proposed expansion would total 2,400 square feet. Under the PUD agreement, 6 parking spaces must be provided for every 1,000 square feet of net leasable floor space. However, there is currently approximately 200 more parking spaces than necessary for the entire mall area. Thus, no additional parking would be necessary. The applicants have shown on their site plan a possible alternative to the proposed expansion. Rather than expand in the areas shown with solid lines, they may wish to make a single larger expansion on one side only (dotted lines). This would also be acceptable as long as the 12 foot minimum is provided.
